The parties summed up the results of the joint work related to arranging planting material supplies from to Russia to Turkey. The Rosselkhoznadzor noted that the fruitful and extensive joint work, including several video inspections of planting material production sites and expeditious information exchange, had been carried out in a short span of time. As a result of these activities, the issue of exporting transplants grown in Turkey to Russia was resolved. The Rosselkhoznadzor stressed that such cooperation starkly demonstrated the constructive spirit of the working contacts between the authorities.

The Rosselkhoznadzor also reported that no cases of vegetable infection with quarantinable pests and diseases had been detected in tomato and pepper supplies from Turkey during the first 10 days of August. At the same time, the authority is looking forward to receiving from the General Directorate of Food and Control up-to-date information on the principles of control regarding fruits and vegetables supplied to Russia and methods used to test solanaceous crops for tomato brown rugose fruit virus, spotted wilt virus and pepino mosaic virus. The said information will be used when considering the issue of resuming tomato and pepper import from the Turkish provinces of Izmir and Antalya.

Yunus Bayram informed that the General Directorate of Food and Control had inspected all the greenhouses used for growing tomatoes and peppers and packaging stations in Izmir and Antalya; based on the inspection results, a list of establishments compliant with the Russian Federation requirements and free from dangerous viruses was made. The said list will be submitted to the Rosselkhoznadzor in the near future.

Besides, the cooperation with the Russian side resulted in implementation of 100% examination of all vegetable consignments moved within the country and exported, including with the use of PCR diagnosis of quarantinable diseases.

The updated list of establishments is published on the DAH official website .

Thus, at the moment, 50 Russian establishments can export poultry meat, beef, pork, products thereof and offal to Vietnam.

The Rosselkhoznadzor will continue to expand the list of Russian establishments eligible for animal product export  to Vietnam.

Veterinary certificate for horse meat export from the Russian Federation to the Republic of Korea approved by Rosselkhoznadzor http://www.fsvps.ru/fsvps/news/43583.html?_language=en The Rosselkhoznadzor, together with the Korean Animal Plant and Inspection Agency (APQA), has agreed on a veterinary certificate for export of meat derived from slaughtered and processed horses to the territory of the Republic of Korea from the Russian Federation.

The e-certificate is available on the Rosselkhoznadzor official website of in the section "Import. Export. Transit / Korea / Export". 

The certificate approval is one of the stages in the process of obtaining access for Russian horse meat to the Korean market. To move to the next stage, all interested Russian manufacturers of these products should contact the Rosselkhoznadzor to receive a questionnaire, which must be filled out and then submitted to the Competent Authority of the Republic of Korea.

Establishments interested in supplying their products to Korea shall be inspected and entered in the list of companies approved for export (IS Cerberus).

Rosselkhoznadzor held talks with the Indian Ministry of Agriculture and Farmers Welfare http://www.fsvps.ru/fsvps/news/43554.html?_language=en In view of the request of the AO VPK NPO Mashinostroeniye on problems related to the shipment of the military-industrial complex products in wooden containers, the Rosselkhoznadzor held talks with representatives of the Ministry of Agriculture and Farmers Welfare of India on August 6.

During the negotiations, the parties discussed the requirements of the Indian party for the supply of packaging material made of wood. The Rosselkhoznadzor was interested in the rules for the import of goods in wooden containers, pallets, boxes that do not belong to the agricultural category. The Indian colleagues informed that according to the country's legislation and in accordance with the international standard ISPM No. 15 during such transportation it is sufficient to treat such packaging materials with substances ensuring that the quarantine products are not infected with harmful organisms. Information about this should be indicated on the marking applied to the wooden containers.

When shipping only wooden packaging, without any goods in it, it is necessary to issue a phytosanitary certificate.

Currently, the Rosselkhoznadzor is waiting for official information from the Indian party on the specified above issue.

The Rosselkhoznadzor thanked the Indian party for clarifying the requirements for export of these products. The Rosselkhoznadzor will inform the Russian exporters/importers about the rules discussed during the meeting.

Rosselkhoznadzor and Food Safety Agency of the Republic of Azerbaijan Discussed Fruit and Vegetable Product Supplies to Russia http://www.fsvps.ru/fsvps/news/43534.html?_language=en The Rosselkhoznadzor held a videoconference with the Food Security Agency of the Republic of Azerbaijan on August 5.

One of the topics discussed during the meeting was the Russian party's detection of the brown rot bacterium (Ralstonia solanacearum (Smith) Yabuuchi et al) - a quarantine pest for the Eurasian Economic Union) in consignments of Azerbaijani potatoes. The Rosselkhoznadzor had earlier reported about that. It was communicated that in accordance with the EAEU requirements, the supply of these products to the territory of Russia is possible only from zones, places, production sites free from the specified pathogen.

The Azerbaijani colleagues stressed that they are currently investigating the reasons for contaminated consignments of regulated goods shipped to the territory of the Russian Federation. It was noted that the potato harvest season is currently over in Azerbaijan, so it is no longer possible to take product samples for testing. However, the Food Safety Agency of Azerbaijan organizes agrochemical soil testing. The information on the results of the work will be forwarded to the Rosselkhoznadzor.

The Azerbaijani party also raised the topic of issuing phytosanitary certificates for fruit and vegetable product consignments shipped to Russia from agricultural cooperatives that collect products from several small-scale production sites. It was stressed that in this case the consignments of each individual producer are to be marked, so that if it would be possible to identify an incompliant establishment if contaminated goods shipped to the Russian Federation are detected.

The counterparts also discussed the Service's detection of tomato brown rugose fruit virus (ToBRFV) in Azerbaijani tomatoes supplied to Russia. The Azerbaijani colleagues assured that they are monitoring the territory of the country to identify possible outbreaks of the disease and prevent supplies of contaminated products to the Russian Federation. Tomato seeds are also subjected to laboratory testing. The representatives of the Food Safety Agency of the Republic suggested that the Russian party send a control sample to Azerbaijan in case of the virus detection in Azerbaijani goods. As they say, this will help to get the most comprehensive picture of the reasons for shipping contaminated consignments to Russia. An official letter with this proposal will be sent to the Rosselkhoznadzor for consideration. The Russian party stressed that it expects increased control over the supply of tomatoes to the territory of the Russian Federation. The Service also noted the importance of cooperation between researchers of the two countries to discuss methods for detecting a quarantine pest.

During the meeting, the Azerbaijani Agency reminded that in July it had sent a letter with the list of Azerbaijani apple-producing establishments that ensure absence of product contamination with pests quarantineable for the EAEU. The list is currently being reviewed by the Russian side and after analyzing the information received, the Rosselkhoznadzor will decide on the possibility of resuming apple supplies to Russia from these establishments. On December 10, 2020, the Rosselkhoznadzor was forced to impose temporary restrictions on tomato and apple supplies from Azerbaijan to the Russian Federation due to repeated cases of detection of quarantine pests in them – the South American tomato moth (Tuta absoluta) and the oriental fruit moth (Grapholita molesta). The ban has already been lifted on a number of manufacturers following the results of quarantine phytosanitary examinations of samples taken within joint video inspections, as well as under the guarantees of the Food Safety Agency of the Republic of Azerbaijan.

The authority had earlier approved import of hatching eggs and day-old chickens from 34 establishments in the UK. 

Restrictions on import of poultry products and live poultry to Russia were introduced on November 27, 2020 due to the deterioration of the epidemic situation with regard to highly pathogenic avian influenza in the United Kingdom of Great Britain and Northern Ireland.

Rosselkhoznadzor to Introduce Temporary Restrictions on Import of Pigs and Pig Products from Dominican Republic to Russia due to ASF Detected http://www.fsvps.ru/fsvps/news/43436.html?_language=en Due to the deterioration of the epidemic situation on African swine fever in the Dominican Republic, the Rosselkhoznadzor will introduce temporary restrictions on pig product supplies from this country to Russia on August 2, 2021.

It is prohibited to import from the Dominican Republic wild and domestic pigs, porcine genetic material, pig slaughter products, pig manure, equipment used for keeping, slaughtering and dressing of these animals, pork-containing products (with the exception of finished products that have been processed using a technology that ensures the ASF virus destruction, according to the provisions of the OIE Terrestrial Animal Health Code). It is also prohibited to import raw materials of animal origin (pigs) intended for the feed production. 

In addition, the transit of pigs from the Dominican Republic through the territory of Russia is restricted.

The US Department of Agriculture previously reported that an outbreak of African swine fever was registered in the Dominican Republic. This is the first detection case of the disease in South and North America in the last 40 years.

Tobacco Raw Material and Tobacco Waste Supplies from South Africa to Russia to be Resumed Following Negotiations between Rosselkhoznadzor and Competent Authority of South Africa http://www.fsvps.ru/fsvps/news/43416.html?_language=en The Rosselkhoznadzor held a videoconference with the Plant Health Inspection Department of the Ministry of Agriculture, Land Reforms and Agricultural Development of the Republic of South Africa on July 30. The representative of the Embassy of the Russian Federation in South Africa took part in the meeting as well. 

The parties discussed the restrictions imposed earlier by the Rosselkhoznadzor on the supply of tobacco raw materials and tobacco waste to Russia (EAEU HS code 2401) from a number of countries, including the Republic of South Africa, due to identification of the pest the scuttle fly (Megaselia scalaris (Loew)) which is quarantineable for the Russian Federation and the EAEU. 

In 2020 the Russian competent authority informed the South African colleagues about one detection case of this pest in products imported to Russia, as well as nine cases since the beginning of 2021. The Service promptly informed the representatives of South Africa about the identified incompliances through diplomatic channels. The parties agreed that the Rosselkhoznadzor will forward similar notifications in the future not only through the Embassy, but also directly to speed up the exchange of information.

The Ministry of Agriculture, Land Reform and Agricultural Development of South Africa notified of the measures taken to prevent the supply of infected regulated goods abroad. It was noted that the authority conducts inspections of establishments where tobacco raw materials are stored, as well as conducts tests of samples from consignments ready to be shipped and monitors the disinfection of containers used for transportation of goods. The colleagues from South Africa reported that they are ready to strengthen measures to control the supply of tobacco raw materials and tobacco waste to Russia. They also noted that after an investigation of the reasons for infected shipments to the territory of the Russian Federation is carried out, they will provide the information to the Service.

Following the negotiations, the Rosselkhoznadzor is to cancel the ban on the supply of these products from South Africa on July 30, 2021 under the guarantees of the competent authority of South Africa regarding adoption of comprehensive phytosanitary measures for the supply of tobacco raw materials and tobacco waste to the Russian Federation.

Rosselkhoznadzor Held Negotiations with Competent Authorities of Indonesia on Plant Product Supplies http://www.fsvps.ru/fsvps/news/43393.html?_language=en On July 28 the Rosselkhoznadzor held a videoconference with the competent authorities of Indonesia in the framework of the Russian-Indonesian expert consultations on cooperation in the field of agriculture, marine and fisheries industry.

The parties discussed the topics related to mutual supplies of plant products, including grain products. In particular, the Rosselkhoznadzor reminded its Indonesian colleagues of Russia's interest in barley supplies to Indonesia. The Russian authority expects from the Indonesian party the results of reviewing previously sent information on production sites of these grain crops and Russian establishments that would like to export barley to Indonesia.

The participants of the negotiations also discussed the export of Russian wheat. The Rosselkhoznadzor repeatedly received notifications from its Indonesian colleagues regarding identification of products that do not meet the requirements of Indonesia. The Service reminded the Indonesian party that in May 2021 a request had been sent to the National Plant Quarantine and Protection Organization (NPPO) of Indonesia that in case of a single detection of wheat batches infected with Tilletia spp. the Indonesian party will consider the possibility of sending regulated goods to establishments with pest management technology. The representatives of Indonesia promised to review this issue in the near future.

The parties agreed to establish an interdepartmental working group to conduct technical consultations on the access of Russian grain crops to Indonesia. The topics to be discussed will include elimination of potential risks of Russian export companies in case of equivocal grain test results, as well as the recognition of the equivalence of product testing methods, inspection and examination methods.

The Indonesian party also raised the issue of fruit exports to Russia and expressed interest in pineapple and banana supplies. In this regard, the Rosselkhoznadzor requested information on establishments planning to supply fruits, on expected supply volumes and the quarantine phytosanitary status of the territory of Indonesia. After receiving comprehensive information, the Service will consider the issue of pineapple and banana import approval.

The participants of the negotiations noted the importance of launching mutual food supplies and thanked each other for the meeting.

The representatives of the Ministry of Foreign Affairs, the Ministry of Agriculture and the Ministry of Economic Development took part in the meeting from the Russian side.

Sergey Dankvert congratulated Daniel Gomez on his appointment as the Ambassador of Uruguay to the Russian Federation and wished him a successful diplomatic mission in the country.

The Head of the Rosselkhoznadzor noted that Uruguay is an important trading partner of Russia, but the COVID-19 pandemic, the global decline in purchasing capacity and other factors expectedly affected food supplies between the countries. In 2020, the trade turnover decreased by 19.3% and amounted to $ 163.5 million. At the same time, the Russian exports increased by 47.8% to $ 44.5 million mainly due to an increase in the share of supplies of potash and nitrogen fertilizers, and imports decreased by 31.1% to $ 119 million due to reduced purchases of butter, milk and cream, frozen fish and citrus fruits. This year, the trend of reducing the Uruguayan food supplies to the Russian market for certain commodity items has remained.

In addition, such dynamics are influenced by the strategy of import substitution adopted in Russia and the systematic reduction of purchases of basic food types from abroad.

At the same time, Sergey Dankvert stressed that Russia is interested in increasing the presence of Uruguayan products on the domestic market, in particular, the potential for supplying frozen fish, citrus and stone fruits to Russia has not been fully realized.

Daniel Gomez noted that Uruguay also expects an increase in the level of mutual trade between the countries, the establishment of interstate councils of various types and the development of the legal framework. The country is also interested in introduction of electronic certification mechanisms into trade processes.

In conclusion, the parties discussed the 3rd Meeting of the Russian-Uruguayan Joint Commission for the Promotion of Trade and Economic Relations scheduled for the fourth quarter of 2021, the exact dates and format of the meeting will be determined in due course.

At the meeting the parties discussed temporary restrictions imposed by the Rosselkhoznadzor on July 19, 2021 on supplies of tobacco raw materials and tobacco waste to Russia (EAEU HS code 2401) from a number of countries, that supplied consignments in which scuttle fly (Megaselia scalaris (Loew)) - a pest quarantineable for Russia and the EAEU member states- was repeatedly detected. The ban also concerned supplies from India.

Two cases of Megaselia scalaris were detected by the Russian competent authority in 2020, and five cases have been recorded since the beginning of 2021 in tobacco raw materials supplied from India. The relevant notifications were forwarded to the Indian colleagues. The Rosselkhoznadzor informed that it is expecting information from the competent authority of India on the investigation of the causes of the incident and the measures taken to prevent the further import of infected products into Russia.

It was communicated that on July 28, 2021 the Rosselkhoznadzor had lifted the previously imposed restrictions on supplies of tobacco raw materials and tobacco product waste from Brazil under the guarantees of the National Organization for Quarantine and Plant Protection (NPPO) of Brazil. Our Brazilian colleagues proposed a mechanism to prevent the entry of the scuttle fly into these products when they are delivered to the territory of the Russian Federation. In particular, the NPPO of this country will carry out inspections of storage sites of tobacco raw materials and carry out thorough disinfection of containers in which goods are transported before they are shipped.

Anand Shankar informed that these measures will be taken by the Indian party, and consultations of technical experts of the parties will continue.

At the same time, the Rosselkhoznadzor will lift the ban on the supply of tobacco raw materials and tobacco product waste from India since July 30, 2021 based on the guarantees of the competent authority of India on the adoption of exhaustive phytosanitary measures for the supply of tobacco raw materials to the Russian Federation.

The list is supplemented by three German manufacturers of feed for rodents and birds: the Mealberry company ( Amigo,San,Verde, PET trademarks ) and two Vitakraft pet care plants.

In addition, the range of functional and dietary pet food is expanding with regard to the following German companies: Bosch Tiernahrung "(TM Best Choice trademark), Landguth Heimtiernahrung (CORE 95, LANDOR) and Tiernahrung Deuerer (BROOKSFIELD, CLAN).

Regulated goods coming to Russia will be subjected to enhanced laboratory monitoring.

Thus, to date, the certification of products has been resumed for 59 companies: 36 manufacturers of feed and feed additives from Germany, 17 manufacturers from the Netherlands, 4 from Spain and 2 from Canada.

Restrictions on export of feed and feed additives to Russia from several foreign countries were introduced by the Rosselkhoznadzor due to a significant decrease in the level of state control exercised over product supplies to Russia.

The Rosselkhoznadzor informed about two cases of detection of the potato consignments infected with Ralstonia solanacearum (Ralstonia solanacearum (Smith) Yabuuchi et al), quarantine pest in the EAEU member states, during the meeting.

The Rosselkhoznadzor addressed to the Azerbaijani colleagues with a request to carry out investigation to find out the violation cause as well as to enhance control of the vegetables supplied to the Russian Federation. According to the EAEU requirements, potato supplies to Russia are authorized only from the zones, places, production sites that are free from the above-said pest. Therefore, export of the potatoes from the production sites where Ralstonia solanacearum has been detected is unacceptable. The Russian party warned that it would have to impose temporary restrictions on potato supplies from Azerbaijan in case further detection of the pest in the potato consignments dispatched to Russia.

Besides, the Rosselkhoznadzor informed that it would impose ban on supplies from the establishments dispatching infected consignments in case of quarantine pest detection, namely tomato brown rugose fruit virus (ToBRFV), in tomatoes imported in Russia. The Russian authority addressed to the Azerbaijani colleagues with a request to enhance control of the tomatoes dispatched to Russia in order to prevent such violations. The Azerbaijani Food Safety Agency representatives have informed that they carry out monitoring in the country territory for detection of possible ToBRFV foci and for prevention supplies of the infected products to the Russian Federation.

The parties discussed draft Agreement on cooperation in safe pesticide and agrochemical handling between the Federal Service for Veterinary and Phytosanitary Surveillance (Rosselkhoznadzor) and the Food Safety Agency of the Republic of Azerbaijan. The parties will exchange technical information on this issue.

The decision was made following the negotiations with representatives of the Ministry of Agriculture Livestock and Food Supply of the Federative Republic of Brazil took place on July 23, 2021.

Besides, the Rosselkhoznadzor is working with competent authorities of India, South Africa, Tanzania, Malawi on development of unified approaches to phytosanitary surveillance and mitigation of risk of tobacco product infestation with scuttle fly (Megaselia scalaris (Loew)) and other pests quarantined in Russia. Lifting of the ban on tobacco raw material import will be considered based on its results.

It should be noted that the above-said countries are not the only tobacco raw materials exporters to Russia. Among the main suppliers are Belgium, Zimbabwe, Mozambique, Turkey, Great Britain and Azerbaijan.

The officials of the Attache for Agriculture at the Embassy of Brazil in the Russian Federation also participated in the meeting.

The dialogue concerned the issues related to the systematic detection of Megaselia scalaris (Loew) in tobacco raw materials supplied to the Russian Federation from the Latin American state.

Thus, 5 cases of the dangerous pest were detected in plant products from Brazil in 2020 and 7 cases have been detected since the beginning of 2021.

The Rosselkhoznadzor had previously informed the Ministry of Agriculture, Livestock and Supply of Brazil on Megaselia scalaris detections, as well as urged the need for taking measures to prevent import of contaminated tobacco raw materials into the Russian Federation. However, to date the Russian Authority has not received information from the Brazilian party on the investigation results and the measures taken.

The Rosselkhoznadzor reminded its Brazilian colleagues that this is a quarantineable pest in Russia and the member countries of the Eurasian Economic Union.

The agency reported that the Megaselia scalaris (Loew) belongs to the universal pests. It has a high fecundity, which allows the species to develop in several generations continuously throughout the year in indoor conditions.

They cause miasis in domestic animals and humans, settle in skin wounds, in the intestines, in the lungs, on the mucous membrane of the eyes, in the organs of the genital and urinary system. The insect is a cholera vector.

Megaselia scalaris is a polyphage that lives in various organic residues of both plant (including vegetables, fruits, soil) and animal (on corpses and feces) origin. Under anthropogenic conditions, it infects many food products during long-term storage, in particular, flour, soy, potatoes, bananas, melon, cheese, dried fish, mushrooms, ripe vegetables and fruits. It causes significant damage to mushroom plantations, damaging the mycelium and fruit bodies of oyster mushrooms (Pleurotus spp.), champignons (Agaricus bisporus), truffles (Tuber spp.), etc. It is a honeybee parasite which causes colony collapse disorder.

This pest spread on the territory of Russia can lead to negative consequences for the agriculture of the Russian Federation.

In this regard, the Rosselkhoznadzor banned import of tobacco raw materials from Brazil to Russia on July 19, 2021.

The Brazilian authority confirmed that Megaselia scalaris is not included in the list of agricultural pests of Brazil, and therefore, this pest is not regulated in the country.

The foreign authority stated that all batches of these products are fumigated by the company authorized and controlled by the Ministry of Agriculture, Livestock and Supply. MAPA agreed with the Rosselkhoznadzor regarding the possible entry of Megaselia scalaris when loading goods into containers in Brazilian ports. According to the Russian surveillance authority, this indicates an inefficient system of phytosanitary control in ports.

The Brazilian party promised to investigate the identified facts as soon as possible and take corrective measures to comply with international and Russian phytosanitary requirements for the supply of regulated products to the Russian Federation.

Rosselkhoznadzor Extends List of Foreign Establishments Approved for Feed and Feed Additive Supplies to Russia http://www.fsvps.ru/fsvps/news/43231.html?_language=en The Rosselkhoznadzor expands the previously published list of foreign establishments approved for import of feed products to Russia for three months. The German manufacturer of feed additives "CREMER OLEO GmbH & Co. KG". is added to the list.

Regulated goods shipped to Russia will be subjected to enforced laboratory monitoring.

Thus, to date, the product certification of 33 feed and feed additive manufacturers from Germany, 17 manufacturers from the Netherlands, 4 from Spain and 2 from Canada has been resumed.

Restrictions on export of feed and feed additives to Russia from several foreign countries were introduced by the Rosselkhoznadzor due to a significant decrease in the level of state control over product shipped to Russia.

Rosselkhoznadzor Participated in 80th Meeting of WTO Committee on Sanitary and Phytosanitary Measures http://www.fsvps.ru/fsvps/news/43226.html?_language=en The 80th meeting of the WTO Committee on Sanitary and Phytosanitary Measures was held on July 14 -16. The Rosselkhoznadzor representatives took part in the meeting. 

WTO member countries (Canada, USA, Australia, India, Russia, EU countries, Japan, Great Britain, Switzerland, New Zealand, Kenya) continue to express concern over Chinese sanitary measures aimed at holding back the COVID-19 spread. 

In their opinion, the measures applied by China (requirements for testing and disinfection of imported food products, a ban on import in case of positive test results for the presence of coronavirus traces on the packaging, suspension of imports from specific facilities) are excessive, non-transparent and not based on scientific data, since there is no scientific evidence that food products, packaging and vehicles can serve as a source of virus transmission.

The Chinese side explained that it observes the WHO recommendations on prevention of coronavirus infection spread and, as of June 22 of this year, 26 positive test results for the presence of virus traces detected in 17 batches of fish and marine products (both on the outer and the inner packaging) were received. Therefore, although to date China has not provided a scientific evidence for the application of these measures, decrease in the level of control of goods imported to China can't be expected yet.

Trade concerns remain regarding the updated EU requirements for the import of composite products. The main objections of the WTO member countries (Australia, Taiwan, New Zealand, Malaysia, the USA, Russia) are related to the tightening of EU requirements for low-risk products, regardless of the content rate of components of animal origin. In particular, the requirements for certification of establishments that produce raw materials for composite products exported to the EU, and the need for accompanying documentation for low-risk products results in additional business costs and creates trade barriers.

The EU reminded that the requirements for the import of composite products have a scientific basis, and low-risk products shall be exempted from border control and accompanied by a certificate of private attestation.

Nevertheless, the European Commission evaluates the comments received recently and is considering the possibility of simplifying the requirements for composite products containing gelatin and collagen, if these are the only meat products in the composition.

After a long break, the European Union once again voiced its trade concern over Russian restrictions on supplies from fish processing establishments in Estonia and Latvia, which were imposed in connection with the detected incompliances in the fish product safety control system after inspections conducted by the Rosselkhoznadzor in 2015 in Latvia and in 2016 in Estonia.

Responding to the measures taken by the competent authorities, the Rosselkhoznadzor lifted temporary restrictions on one Estonian fish factory (in 2016) and one Latvian establishment (in 2019) based on the results of repeated inspections.

The Russian Federation once again joined the EU concerns regarding South Korea's restrictions on pork and poultry imports due to ASF and avian influenza, respectively. The representative of Russia noted that the Russian side had forwarded all the necessary information to conduct a risk assessment and recognize the regionalization of the territory of the Russian Federation with regard to avian influenza and ASF.

However, the position of the Korean colleagues remains unchanged: the issue of admission of pork and poultry to the Korean market can be considered after the improvement of the epidemic situation throughout Russia, despite the fact that the OIE Terrestrial Animal Health Code allows import of products from infected regions in case of compliance with international regionalization standards. 

A number of questions were voiced to the Malaysian side. The representative of the Russian delegation, noting the insignificant progress in cooperation with the competent service of Malaysia, stressed that the Rosselkhoznadzor is still expecting the approval of veterinary certificates (for pork, poultry, beef and dairy products). The Malaysian side did not provide answers on the issue of recognizing the avian influenza regionalization of the territory of Russia, or access of poultry products to the Malaysian market, despite the updated materials provided by the Rosselkhoznadzor on control and eradication measures with regard to this disease.

The Russian side once again raised the issue of Russian livestock product supplies to India. Currently, there is no decision of the Indian side on recognizing the avian influenza regionalization of the territory of the Russian Federation and on the possibility of exporting safe poultry products to India, although the Indian veterinary service received all the necessary materials. It was noted that the procedure for approving veterinary certificates for the supply of Russian poultry meat and products thereof (offal), as well as fish products to India is being delayed.

The Indian representatives raised the issue of the procedure used in Russia to obtain the approval for export of fish and fish products to the territory of the Russian Federation. The Russian side reported that the inclusion of new foreign establishments in the register of companies approved for product supplies to Russia is possible if relevant inspections are conducted and the current list of suppliers is updated. However, no response to the previously sent proposals was received from the Indian side.

Trade concern was expressed due to the lack of progress in terms of access of Russian beef and pork to the Philippine market.

The Philippine side did not provide its assessment review of the materials sent by the Russian side on the epidemic situation under control in the Russian Federation and measures for the prevention of ASF, lumpy skin disease and BSE.

The competent authority of the Philippines does not respond to the proposals of the Rosselkhoznadzor to hold bilateral meetings, even though these issues were discussed on the sidelines of the 79th SPS Committee with a representative of the mission of the Republic of the Philippines to the WTO.

In addition, the representatives of the Rosselkhoznadzor held bilateral meetings with the representatives of Singapore and Saudi Arabia on the sidelines of the 80th SPS Committee, during which they discussed issues of access for Russian livestock products.

Rosselkhoznadzor to Impose Temporary Restrictions on Tomato and Pepper Supplies Originating from Tashkent Oblast of the Republic of Uzbekistan to Russia http://www.fsvps.ru/fsvps/news/43197.html?_language=en On July 22, 2021 the Rosselkhoznadzor is to impose temporary restrictions on import of tomatoes and peppers originating from the Tashkent Oblast of the Republic of Uzbekistan to Russia.

The deliveries were suspended due to detection of tomato brown rugose fruit virus (ToBRFV) and the pepino mosaic virus in tomatoes imported from this region. The restrictions are to be introduced in accordance with the VII International Plant Protection Convention and Federal Law No. 206-FZ of 21.07.2014 On Plant Quarantine.

Consignments shipped before July 22 are allowed to be imported into the territory of Russia only after passing a quarantine phytosanitary inspection. The issue of access of Uzbek fruit and vegetable products to the Russian market will be considered after an investigation by the National Organization for Quarantine and Plant Protection (NPPO) Uzbekistan for each detection case, as well as after the Uzbek side provides a list of establishments that guarantee absence of quarantine pests in the EAEU member states, including the tomato brown rugose fruit virus and the pepino mosaic virus.

To obtain a license, the Russian exporters have to go on the website of the Ministry of Agriculture and Food Security of the Republic of Mozambique for generating the documents.

Establishments interested in supplying their products to Mozambique shall undergo inspection and be included in the register of companies authorized for export of regulated goods (IS CERBERUS).

The Rosselkhoznadzor activities on obtaining approval to supply dairy and fish products to Angola lasted more than four years. Assistance in work progress was provided by the attache for agriculture of Russia in the Republic. 

Russian establishments interested in supplying their products to Angola shall undergo inspection and be included in the register of companies authorized for export (IS CERBERUS).

Certificates will be posted on the official website of the Rosselkhoznadzor in the near future.
