The meeting took place in Belgrade and was
devoted to the development of provisions and standards of the OIE Terrestrial
and Aquatic Animal Health Codes which then will be agreed by all 53 OIE
European member-countries and submitted to the Directorate General to be
considered within the OIE General Session in May, current year.

The experts from the FGBI Federal Centre for Animal Health
took part in the seminar hosted by the World Organization for Animal Health
(OIE) in its Head-Quarters in Paris on February 18 – 20, current year. The
event was named “Seminar on WAHIS (World Animal Health Information System) on-line
notification system for recently appointed national focal points responsible
for animal disease reporting to the OIE”. The FGBI ARRIAH was represented by
Andrey Oganesyan, Candidate of Science (Veterinary Medicine), head of Risk
Analysis Sector within Information and Analysis Centre (IAC) and Natalya
Dudnikova, IAC Head of Foreign Epidemiology Sector. The aim of the seminar was
the training of the participants to work in on-line notification system (WAHIS)
and in on-line information system (WAHID, World Animal Health Information

In Deli on February 20, Vasily Lavrovsky held consultations with
S. Sarangi, Secretary of Agricultural and Processed Food Products Export
Development Authority of the Indian Ministry of Commerce and Industry, and S.
Saxena, Director of the Export Inspection Council of India, on interaction of veterinary
supervisory bodies of BRIC member countries due to growing threat of
transboundary spread of dangerous animal diseases, which is a heavy burden for
global economy and which impedes trade in the age of globalization.

Centre for Animal Health African swine fever virus foci occurrence in
Lithuanian wild boars poses a real risk of rapid disease spread within the
European wild boar population (Sus scrofa).

The first meeting of the Steering
Group of the OIE Regional Platform on Animal Welfare for Europe was held on
December 19-20, 2013. It should be
reminded that it was decided to establish the above-mentioned OIE Platform for
Animal Welfare at the 25th Conference of the OIE Regional Commission for Europe
held in September, 2012. The objectives of the OIE Platform are as follows: to
improve OIE standards implementation in the region through a coordinated
regional approach aiming at promotion, awareness, understanding and knowledge
sharing, communication, education and training and to ensure sustainable long
term Veterinary Services’ collaboration in animal welfare within the region. The
Platform is governed by the Steering Group that comprises representatives of
the OIE Head-quarter and the OIE Regional Representation and SubRegional Representation
for Europe, 3 non EU Member States (Russia, Serbia, Turkey), EU Member States
(Spain, Ireland), European Commission (as a observer), a representative of a
donor active in the region.

experts Alexander Panin, Director of the FGBI “VGNKI” and Anna Starova, expert of
the FGBI “ARRIAH” Department for Cooperation with the OIE, participated in the Third
Global Conference, held in Brazil (Foz do Iguazu) and devoted to the issue of
veterinary education and role of veterinary statutory bodies (VSB). The event was
organized by the World Animal Health Organization (OIE) at support of the
Brazilian Government, Brazilian Federal Council on Veterinary Medicine and

The Conference was held in the Philippines.
Representatives of national veterinary services of 22 countries of the region
and of a number of international organizations took part in the conference. The
Russian Delegation was headed by Alexandr Panin, Academician of the Russian
Academy of Agricultural Sciences, Director of the Rosselkhoznadzor subordinate
institution the FGBI “All-Russia State Centre for Quality and Standardization
of Veterinary Drugs and Feeds” (FGBI “VGNKI”).

was held in Bangkok on November 14 - November 15, 2013.

The meeting was held to find a consolidated
position to develop provisions and standards of the OIE Terrestrial and Aquatic
Codes which will be further agreed with all the 53 European countries (OIE members)
and will be further discussed at the OIE General Session in May, 2014. The
coordination team included chief veterinary officers of Estonia, Austria,
France, Turkey, Spain, Serbia, Norway and Russia. More than 35 provisions of
the OIE Terrestrial and Aquatic Codes were discussed at the meeting.

An agreement to launch such a project will be concluded
between Russian and French veterinary associations with the assistance of chief
veterinary officers of the both countries whereas implementation of the project
into veterinary education and practice is supervised by the OIE. The purpose of
the twinning project is to increase effectiveness of regulatory bodies through
improving their structure, better use of human resources, improvement of
management capacities and harmonization of legal basis and approaches used.
Structure of French veterinary authorities is considered one of the most
effective in the world that is the reason why the Russian side had chosen such
a partner for the twinning project.
