Summary of evaluation of corrective measures performed by the Montenegrin animal product manufacturing plants

The Veterinary Administration of the Republic of Montenegro in its letter of 5 November 2012 Ref. No.323/12-0101-574/5 submitted to the Rosselkhoznadzor the materials concerning the elimination of non-compliances detected by the Rosselkhoznadzor experts during the joint inspection of the Montenegrin plants manufacturing products of animal origin interested in the supply of their products to the CU members. The inspection was carried out from 31 October to 11 November 2011.

Based on the inspection results the Rosselkhoznadzor informed the state Veterinary Service of the Republic of Montenegro that the following 6 plants:

  No. MNE 70 (production of finished meat products),

  No. MNE-55 (production of finished meat products),

  No. MNE 29 (slaughter of cattle, small ruminants, cutting of beef, mutton, poultry meat, packaging, production of finished meat products),

  No. MNE 02 (slaughter of cattle, small ruminants, pigs, cutting of beef, mutton, pork, packaging, production of finished meat products),

  No. MNE 27 (cutting of beef, mutton, pork, packaging, production of finished meat products),

  No. MNE-21 (slaughter of cattle, small ruminants, pigs, cutting of beef, mutton, pork, packaging, production of finished meat products),

can be included in the List of business operators producing, processing and/or storing regulated goods imported to the territory of the Customs Union (hereinafter referred to as the List of third country plants) upon the agreement of the abovementioned decision with the competent authorities of the Republic of Belarus and the Republic of Kazakhstan and provision of the supporting documentation confirming the elimination of the detected non-compliances by the Veterinary Service of Montenegro.

At the same time the Rosselkhoznadzor informed that the plant No. MNE 09 could not be authorized for export to the Russian Federation as it did not comply with the animal health requirements of the Customs Union and the Russian Federation.

In their letters of 17.01.2013 No. 02/149 and 18.01.2013 No. 18-02-27/28184 the competent authorities of Belarus and Kazakhstan, respectively, gave their consent to include the abovementioned six plants Nos. MNE 70, MNE-55, MNE 29, MNE 02, MNE 27, MNE 21 in the List of third country plants.

Evaluation of the supportive documentation submitted by the state Veterinary Service of Montenegro allowed to conclude:

Appropriate corrective measures aimed at eliminating non-compliances detected during the inspection were carried out at plants Nos. MNE 70, MNE-55, MNE 29, MNE 02, MNE 27, MNE 21. Based on the results of audits performed by the competent Veterinary Service of Montenegro at the given plants to check their compliance with the CU and RF animal health requirements and standards, the Veterinary Service provided the Rosselkhoznadzor with the appropriate guarantees. Taking into account the abovementioned the Rosselkhoznadzor considers feasible to include the plants Nos. MNE 70, MNE-55, MNE 29, MNE 02, MNE 27, MNE 21 in the List of third country plants and at the same time to inform the Veterinary Service of Montenegro that the Rosselkhoznadzor reserves the right to inspect these plants.

As regards plant No. MNE 09 (production of finished meat products), the Veterinary Service of Montenegro provided guarantees that the non-compliances had been eliminated but did not submit certificates of audit of the given plant as regards its compliance with the CU and RF animal health requirements and standards.

The Rosselkhoznadzor believes that issue concerning the inclusion of the given plant may be considered following its repeated inspection by experts of official Veterinary Services of the CU members.
