Sergey Dankwert and the Head of the Secretariat of Animal and Plant Health (SD) of the Ministry of Agriculture, Livestock and Food Supply (Brazil) signed protocol on implementation of the ISPM N 2
The Rosselkhoznadzor and the Secretariat of Animal and Plant
Health (SD) of the Ministry of Agriculture, Livestock and Food Supply (Brazil)
agreed to implement International Standards for Phytosanitary Measures (ISPM)
(Rome, 2011) adopted by the Commission on Phytosanitary Measures within the Convention and being integrated
into the CU legislation in case of mutual trade. The agreement was signed due
to multiple requests of the Brazilian party, unwillingless to create additional
administrative barriers in Russia-Brazil trade and applying equivalence principles
of the WTO Sanitary and Phytosanitary Agreement as well as the International Plant
Protection Convention (Unit 4 Article X).
Article X. International Plant Protection Convention
1. The contracting parties agree to cooperate in the
development of international standards in accordance with the procedures
adopted by the Commission.

principles of this Convention; such standards may be deposited with the Commission
for consideration as candidates for international standards for phytosanitary
measures if more broadly applicable.
4. Contracting parties should take into account, as appropriate,
international standards when undertaking activities related to this Convention.
