Talks between the Heads of the Customs Union Veterinary Services

The Russian delegation was headed by Sergey Dankvert, Head of the Rosselkhoznadzor, the Kazakhstani delegation was headed by Nigmat Zhakupbayev, Head of the Committee for Veterinary Control and Surveillance, Ministry of Agriculture of Kazakhstan and the Belarusian delegation was leaded by Alexander Kutsko, Deputy Head of the Department for Veterinary and Food Surveillance, Ministry of Agriculture and Food of Belarus. The issues related to the spread of viral diseases in food-producing animals in the territory of the European Union, particularly of bluetongue and disease caused by Schmallenberg virus were discussed. The CU Veterinary Services are especially concerned about the occurrence of new BTV serotypes in the EU territory and about the fact that the European Commission leaders conceal some significant data concerning the epidemic situation dynamic in the EU countries from the Customs Union. Herewith the refusal of the EC management to restrict the movement of animals from Schmallenberg virus affected regions resulted in the introduction of this disease to the territories of Russia's important trade partners, i.e. Austria, Switzerland, Poland and Finland. As a result anti-SHV antibodies were detected in breeding animals imported from Austria. The Kazakhstani Veterinary Services had to make a decision on destruction of a large consignment of breeding animals from Austria due to detection of BVD infection. These facts are indicative of systemic   deficiencies in safety assurance system of animals exported from the EU countries to the CU territory. According to Alexander Kutsko it creates a special danger to biological safety of Belarus whose territory is used for transit of 80 thousand bovine animals a year. Moreover as the Belarusian Veterinary Services carry out an active monitoring of animal health status they in fact do the job of the EU Veterinary Services. Increase in morbidity of animals located along the roads of transit movements in Belarus speaks for the severity of safety deficiencies too. Sergey Dankvert noted the systemic violations of safety requirements during the exports of animal products from the EU countries particularly from Germany. Herewith the European Union uses the double standard system when importing the food products from other countries. Yevgeny Nepoklonov, Deputy Head of the Rosselkhoznadzor, who also took part in the meeting, presented the information on very severe violations during the export of cattle by sea from the USA.

Nigmat Zhakupbayev applied to Sergey Dankvert with a request to look into the possibility of lifting the previously imposed temporary restrictions on meat and meat product export from Akmolinsk and Western-Kazakh Oblasts due to an FMD outbreak. He stressed that the Kazakhstani Veterinary Services were ready to give exhaustive information on improvement of health situation to the Rosselkhoznadzor.

The issues related to the development of effectiveness check system of commercial diagnostic kits were also discussed. Besides a great attention was given to the development of an electronic system common for all CU countries and integrating the data from "Argus", "Mercury" and "Vesta" systems, developed by the Rosselkhoznadzor. This new system must be able to interact with TRACES European Union system.
