Rules for issuance of permits for veterinary controlled good importation have been changed due to Russia’s accession to the WTO

New rules have been introduced since August 22 this year due to amendments to the Common Veterinary Requirements (veterinary and sanitary) applied to veterinary controlled (supervised) goods. The amendments were made by the Decision of the Customs Union Commission of October 18, 2011 No. 830 (http://www.tsouz.ru/KTS/KTS32/Pages/R_830.aspx) and they are explained in the Annex to the Decision (http://www.tsouz.ru/KTS/KTS32/Documents/R_830.pdf).

Inter alia, currently in importation permits for goods whose manufacturers’ listing is abolished by this Decision it is required to indicate number and/or name of the establishment that put those goods on the market. Importation of controlled goods from third countries into Russia should be performed according to veterinary certificates issued by the National Veterinary Service of the exporting country and according to the permits issued for the establishments, which are in position for exporting their products as for the date of Russia’s accession to the WTO. Importation of products from the establishments that did not previously supply their products to Russia will be possible following the audit of the national systems controlling production safety of specific types of products and on the basis of other possibilities allowed by the Customs Union Decision of October 18, 2011 No.834. The restrictions previously imposed by the Rosselkhoznadzor remain valid.
