To the attention of Russian participants in foreign economic activity who are interested in supplying agricultural products to China
The Rosselkhoznadzor informs that Order of the General Administration of Customs of the People's Republic of China No. 248 "Regulations of the People's Republic of China on management of registration of foreign establishments for the production of imported food products came into force on January 1, 2022.
This order applies to establishments producing all types of food products, with the exception of establishments for processing and storing food additives and products.
The document establishes requirement for certification of establishments wishing to supply animal products, as well as composite products containing ingredients of animal origin (including stuffed pasta) from Russia to the Chinese market.
In this regard, we draw the attention of foreign trade participants to the requirement for Russian establishments producing these products to be included in the Register of Exporters (CERBERUS information system) to form a list of companies interested in export to China, to be subsequently submitted to the General Administration of Customs of the People's Republic of China for certification.
The new regulation also specifies that the authorization license will be issued to establishments for 5 years with the requirement for renewal in the period of 3-6 months before the expiration of the registration period. Otherwise, the license will be nullified. The document also describes other conditions under which the license may be terminated (including if certain details are changed), as well as conditions under which a ban on the import of certain types of products from the entire country may be imposed.
