The Rosselkhoznadzor Discussed with Kazakhstan Competent Authority a Unified Approach to Sending Notifications about Violations Detected during Plant Product Supplies

On April 12, negotiations between the Rosselkhoznadzor and the State Inspection Committee in the Agro-Industrial Complex of the Ministry of Agriculture of the Republic of Kazakhstan were held in a video format. 

The parties discussed the unified approach to sending notifications about detected violations during exports of plant products. In particular, the movement of goods between countries without any phytosanitary certificates issued was touched upon. The Rosselkhoznadzor noted that it is ready to send to the Kazakhstani side the consignment notes, which accompany goods without any phytosanitary certificates, together with the official letters on non-compliances with the legal requirements. This will speed up the process of taking actions against violators.

At the same time, the Russian side asked the counterparts from the competent authority of the Republic to act in the same way in case the import of products not accompanied with relevant documents from Russia is identifed. The Service also stated the it was necessary to inform about the measures taken in relation to non--compliant goods imported into the territory of the two countries. Representatives of the State Inspection Committee in the Agro-Industrial complex of Kazakhstan reported that they will consider the proposal of the Rosselkhoznadzor. 

It was announced that the Rosselkhoznadzor Territorial Administrations are ready for closer cooperation with Kazakhstan competent authority in order to prevent non-compliances with the legal requirements in the mutual trade of plant products.

The Rosselkhoznadzor also reminded that earlier it had been interested in measures taken by Kazakhstan to control products imported into the country or transited through the territory of the Republic, banned to be imported to Russia. The Kazakhstani colleagues reported that they are currently working on preparation of answers to this question.
