On March 9, talks between Assistant to the Head of the Rosselkhoznadzor
Artem Daushev and the representatives of the Singapore Food Agency (SFA) were held
through video conferencing.
During the meeting, attended by the specialists of the
Rosselkhoznadzor subordinate Federal Centre for Animal Health (FGBI “ARRIAH”), the
parties discussed Russian meat product supplies to the Republic of Singapore.
In particular, the issue was raised of conducting video
inspections of Russian poultry meat suppliers by the Singaporean competent
authority. According to the foreign colleagues, the country’s work on the
development of a legal framework to regulate such video inspections is nearing
completion; time periods for conducting inspection of Russian establishments
will be determined upon completion of this work.
However, as Artem Daushev emphasized, the Russian party would
insist that the video inspection of the Russian participants of foreign
economic activities be conducted earlier. Assistant to the Head of the Rosselkhoznadzor
Artem Daushev said, “A pilot inspection conducted by the Singaporean competent
authority in actual practice will allow for the completion of work on regulatory
Besides, the Russian party suggested that the SFA should
consider the possibility of including Russian establishments in the list of
establishments authorized for export based on guarantees from the
Rosselkhoznadzor. Video materials can be provided to the foreign authority to prove
that Russian suppliers comply with all the requirements of the Russian Federation
and international legislation as regards the production and export of meat
The parties agreed to resume the discussion of that issue in
the near future.
In the course of the talks, the parties also discussed the perspectives
of Russian pork access to the Singaporean market. The Rosselkhoznadzor had previously
sent to the SFA the replies to the questions of the Singapore Food Agency regarding
the supplies of the said products from Russia. According to Artem Daushev, regionalization
and compartmentalization systems implemented by the Russian Federation,
together with FGIS “Mercury”, allow for complete blocking of ASF-infected pig
product supplies from the territory of the Russian Federation. An effective
system has been established to control Russian producers and suppliers of
products. The Singaporean competent authority will transmit comments on the obtained
materials to the Russian party in the near future.
During the meeting, the SFA representatives also thanked the
Rosselkhoznadzor for the lifting of restrictions on seafood supplies to the
Russian Federation from one of Singaporean establishments. The said products may
be supplied to Russia as from March 9, 2021.
At the end of the talks, the parties thanked each other for effective
work to improve bilateral trade relations and expressed confidence in further building
of confidence between the Russian and Singaporean competent authorities.
