On October 14, the Rosselkhoznadzor held videoconference talks with the representatives of the National Fisheries and Aquaculture Service of Chile (Sernapesca).
The specialists of the competent authorities reviewed issues related to switching to electronic document exchange during certification of fish and shellfish exported from Chile to Russia.
The Parties are in process of testing the transfer of electronic veterinary certificates to respective national addressees. The Russian agency found a number of errors regarding the names of the files that were sent by Chile. As a result, the electronic document cannot be processed correctly. The Chilean side will shortly receive a list of errors with a detailed description of the ways of their elimination.
Furthermore, the parties considered measures to ensure compliance with veterinary control requirements during complete switch to the electronic certification. The participants of the talks agreed that regulated products should be still accompanied by a printed copy of a veterinary certificate with a QR code on it. The Russian side will be granted access to the Chilean information system SISCOMEX to validate documents online. By using a QR code the authorized bodies will be able to see an e-document with a digital signature and thus assure themselves of its authenticity.
The competent authorities also arranged to use printed copies with QR codes during transit of Chilean products to Kazakhstan.
The participants of the talks will shortly send an official joint submission to the European Commission on the use of veterinary certificates on non-secured forms containing a QR code for access to the Chilean system SISCOMEX for the duration of the experiment on switching to electronic document exchange.
Concluding the negotiations, the participants expressed their confidence that the continuation of active bilateral cooperation would allow switching to electronic document exchange during certification of fish and shellfish exported from Chile to the Russian Federation. The consultations of the Parties will go on at the level of technical specialists.
