Yevgeny Nepoklonov, Deputy Head of the Rosselkhoznadzor, Meets with the Managers of the Fishery Corporations, Associations and Groups

The managers and leaders of the Fishery Production and Trade Association, Sea Product Processers’ Group, All-Russian Public Organization “Business Russia”, Fishery Union, Alaska Pollack Harvesters’ Association, the Sakhalin Fish Industry Association took part in the meeting. In addition to the representatives of the fish production and fish harvesting associations the representatives of the Russian Ministry of Agriculture, the Ministry of Economic Development and Trade, the Federal Anti-Monopoly Service and the Russian Consumers’ Association took part in the meeting.

As Yevgeny Nepoklonov said, the meeting of that kind is the part of the Rosselkhoznadzor traditional activities aimed at the cooperation with the representatives of domestic business circles operating under its jurisdiction. Industry associations and groups represent in this case the collective opinion of the most active industry participants. In this connection the Rosselkhoznadzor’s aim is to create a transparent and convenient market for the operators and a reliable safety assurance mechanism for the regulated products. The Rosselkhoznadzor activity is based on the international law, i.e. the OIE Code and Codex Alimentarius, the Customs Union law and the national law. The safety assurance mechanism for the regulated products is based on the OIE postulated principle of the confidence between the Veterinary Services of the importing and exporting countries. Such confidence ensures the highest possible free turn over of the regulated products. In this regard the most important principle is the equivalency principle of the approaches used by the interacting national veterinary services. Concerning the fish industry we have to renovate a lot after its breakdown in 1990-ies. We had to sign binding agreements with the Veterinary Services of the fish product exporting countries, introduce the regulation of the fish product turn over, check the processing plants and confirm the product origin. One of the components of such work was the signing of the protocol with the Norwegian Veterinary Service binding the exporters to have the confirmed contracts with the Russian companies. This measure significantly simplified work of Norwegian authorities but it caused discontent in a part of Russian business. As far as the Rosselkhoznadzor is improving its technical conditions, we are now ready to upgrade the current issuance system used for authorization documents for fish, fishery and marine products as it has already been done for meat and meat products.

We are ready to do it, as Head of the Rosselkhoznadzor Sergey Dankvert declared in his interview to Interfax last week. Electronic automated information system “Argus” will be used for this purpose, as he said. The market participants highly appreciated the initiative of the Rosselkhoznadzor in their reports. They noted that “Argus” allows to speed up the procedure of making decisions and provides transparency while issuing permits. Serious controversies have been found between some market participants concerning their presence at some individual world markets, but it is business community that shall solve problems of cooperation between individual market operators at its own platforms, as Yevgeny Nepoklonov emphasized. He also reminded that the Rosselkhoznadzor was not a market regulator. The meeting participants expressed their concern about efficiency of veterinary services of the RF subjects. This concern is based on the fact that products under surveillance imported to Russia under strict control of the Rosselkhoznadzor may deteriorate during further turnover in case adequate control is absent. Participants of the meeting expressed their confidence that an overall veterinary control system was necessary to ensure food safety of products on their way to the final consumer.

Spokesmen for fishery unions, associations and communities addressed the Rosselkhoznadzor with a request to make such meetings regular. A press conference took place after the meeting.
