Rosselkhoznadzor held consultations with experts and technical specialists of Directorate General of European Commission for Health and Food Safety

On January 23, the representatives of the Federal Service for Veterinary and Phytosanitary Surveillance held consultations with experts and technical specialists of the Directorate General of the European Commission for Health and Food Safety (DG SANTE). The talks focused on integration of information systems for veterinary control.

During the meeting the DG SANTE technical specialists showed a presentation about a new EU information system – TRACES-NT, which is an updated version of TRACES with enhanced toolbox and in future it will replace the current TRACES system (European platform for tracing of movement of regulated consignments).

The Parties also reviewed the results of testing of transfer of electronic veterinary accompanying documents (e-VAD) from TRACES to MERCURY during imports from the EU Member States to the Russian Federation. The above-mentioned approach is implemented to optimize the work while preventing fraud of veterinary certificates. 

The Parties considered and harmonized a working plan for transfer of export veterinary certificates from ECert (a component of the FGIS VETIS) to TRACES-NT. Such integration will be a considerable relief for exporters of animal products to the EU Member States as it reduces the time spent for veterinary control during exports.

The Parties also discussed the possible integration of early warning system IS SIRANO (a component of the FGIS VETIS) with the similar system used in the EU – RASFF. An agreement to continue the dialogue on this issue at expert level was reached.

Besides, the DG SANTE representatives clarified the procedure of registration of Russian business operators in TRACES-NT and the validation procedure.

The Rosselkhoznadzor proposed to improve access of Russian specialists to TRACES, in particular, regarding putting establishments authorized to export to the EU and Russian exporters of animal products for human consumption to the Register. This would significantly accelerate the access of new establishments to the European market. DG SANTE will consider the possibility of granting such access to the Russian side once the updated TRACES-NT comes into full operation.
