The meeting between Co-Chairs of the Russian-Chilean Intergovernmental Commission on Trade and Economic Cooperation Head of the Rosselkhoznadzor Sergey Dankvert and Deputy Minister for International Economic Relations of the Ministry of Foreign Affairs of Chile Rodrigo Yanes was held in Moscow on October 10, 2019.
The Russian party included representatives of the Government of the Russian Federation, the Ministry of Foreign Affairs, the Ministry of Economic Development, the Ministry of Agriculture, the Ministry of Industry and Trade, the Ministry of Energy, the Federal Customs Service, as well as the National Committee for the Promotion of Economic Cooperation with Latin America. The Chilean party was represented by officials of the Embassy of Chile in Russia, the Ministry of Agriculture and the Ministry of Foreign Affairs. The representatives of the business community of both countries also attended the meeting.
Sergey Dankvert noted that the regularity of the meetings of the co-chairs demonstrates a high level of confidential and constructive economic and political dialogue between Russia and Chile. The countries are bound by traditionally friendly, strong, time-tested relationships. At the same time, the Intergovernmental Russian-Chilean Commission (IGC) is a key mechanism for developing bilateral cooperation in mutually beneficial directions.
Discussing Russian-Chilean trade and economic relations, Sergey Dankvert emphasized that Chile became one of the largest foreign economic partners of Russia in Latin America and, according to the results of 2018, took 5th place in terms of trade with Russia among Latin American states. For the first time in the history of relations between the countries, trade turnover exceeded $ 1 billion. In January-July 2019, trade amounted to $ 540.5 million.
The volume of imports from Chile indicates that the conditions of Chilean commodity access to the Russian market are comfortable. Chile holds a strong position in the supply of pork fat, frozen fish, frozen pork, marine products, fish fillet, grapes, apples, pears and wine to Russia. At the same time, a significant imbalance remains in bilateral trade.
Against this background, the Russian side hopes for an equivalent approach by Chile to the implementation of Russian projects. First of all, that concerns supplies of aviation and automotive equipment, energy equipment, pharmaceuticals and the implementation of agreements between customs services and central banks.
Regarding the import of Chilean livestock products, it was noted that a number of pork- and salmon-producing establishments are under the Rosselkhoznadzor temporary restrictions introduced due to the identification of prohibited and harmful substances.
In the very near future the Rosselkhoznadzor plans to hold a series of video conferences with the Chilean competent authorities to discuss the technical side of the restrictions and agree on the timing and inspection program of the Chilean fish processing establishments. The visit of Rosselkhoznadzor specialists to Chile will take place before the end of 2019.
Rodrigo Yanes noted that the IGC makes a great contribution to the dynamics of trade and economic relations between Russia and Chile. He stressed that Russia can view Chile as a stable trading partner and assured that he will provide maximum assistance to facilitate successful implementation of joint projects in all of these areas.
It was emphasized that Chile is aimed at drawing up a long-term strategy for developing relations with Russia and is interested in increasing the supply of Russian products to the domestic market.
In addition Chile intends to continue work in the field of electronic veterinary certification, the purpose of which is a complete transition to electronic document management in the supply of agricultural products.
The parties will discuss in more detail the issues on the agenda of trade, economic, scientific and technical cooperation between Russia and Chile at the 10th meeting of the IGC to be held in Chile in 2020.
In conclusion, the parties expressed satisfaction with the dialogue and agreed to intensify work on these projects in anticipation of the Asia-Pacific Economic Cooperation summit to be held in Chile on November 16-17 this year.
