Rosselkhoznadzor Participated in Meeting of Russian-Chinese Standing Working Group for Cooperation in Field of Veterinary Surveillance, Phytosanitary Control and Food Product Safety

In the period from August 13 to August 14, 2019, the 8th meeting of the Russian-Chinese Standing Working Group for Cooperation in the Field of Veterinary Surveillance, Phytosanitary Control and Food Product Safety was held in Qingdao.

The Russian party was represented by Deputy Head of the Rosselkhoznadzor Konstantin Savenkov, the Chinese party – by Vice Minister of the General Administration for Customs of the People’s Republic of China Zhang Jiwen.

In the course of the meeting, the parties discussed cooperation between Russia and China, as well as a wide range of issues concerning commodity access to the food markets of the two countries.

The Chinese party confirmed that they had lifted FMD-related restrictions from certain FMD free without vaccination regions of Russia. Besides, agreements were reached on continued cooperation in control of lumpy skin disease, African swine fever, sheep pox and goat pox.

The representatives of the People’s Republic of China will refer to the Rosselkhoznadzor draft protocols on beef and venison supplies from Russia to China in the nearest time.

Besides, the parties agreed to work towards expanding the list of products intended for mutual supplies to the markets of the two countries. This work includes the introduction of the relevant changes to the Protocols on inspection, quarantine, veterinary and sanitary control of mutual deliveries of frozen poultry meat, milk and dairy products between Russia and China.

Questions were raised regarding the export of live cattle, non-food products of animal origin, baby food containing ingredients of plant origin, horsemeat and ready-to-eat meat products from Russia to China. It was agreed to continue the work with respect to animal feed access to the market and agreeing relevant veterinary certificates.

The parties agreed in principal a protocol on supplies of velvet antlers and antlers for medical purposes from Russia to China and tentatively agreed to sign it in September 2019.

The Chinese party will expand the lists of fish species approved for export to the PRC and update the lists of Russian establishments producing fish and sea products and live finfish upon submission of updated information thereon in accordance with a new form agreed during the meeting. The Rosselkhoznadzor will provide the relevant information in the near future.

The authorities agreed to carry out mutual inspections of aquaculture production establishments; following the results of the said inspections, the Russian side will consider lifting temporary restrictions imposed on Chinese fish and seafood establishments. The Rosselkhoznadzor will update by the end of October 2019 the lists of Chinese fish and sea product establishments as previously requested by the Chinese side.

In order to strengthen cooperation, the parties agreed to share experiences in food testing technology.

As a result of the meeting, a protocol containing the agreements reached was signed.
