Sergey Dankvert Participated in the Working Meeting between Dmitry Patrushev, Minister of Agriculture, and Dr. Monique Eloit, Director General of the OIE

The Working Meeting between Dmitry Patrushev,  Minister of Agriculture, and Dr. Monique Eloit, Director General of the OIE,  took place in the OIE headquarters in Paris on February 7. Sergey Dankvert, Head of the Rosselkhoznadzor, took part in the meeting. During the meeting the parties discussed epidemic situation in Russia, participation of the country in the OIE international projects and other aspects of cooperation. 

Dmitry Patrushev remarked that the OIE is the leading international organization engaged in prevention of animal disease occurrence and spread. The Bureau makes it possible for the countries to increase export of safe animal products in the complicated epidemic situation in the world. According to the Minister it is one of the basic tasks for Russia. 

One of the key issues discussed during the meeting was the RF status of a country with the FMD free zone without vaccination. It was underlined that Russia has been doing a lot to regain the status: requirements for FMD were harmonized with the requirements of the OIE Terrestrial Code – the MOA Decree on confirmation of new veterinary rules for this disease was issued. 

Besides, in the present time the Bureau is reviewing Russia’s application for obtaining an official international status of a country with BSE controlled risk. 

It was noted that the OIE statuses are quite significant for Russia, primarily, for development of animal product export from Russia.

The parties also discussed the prospects of cooperation between the OIE and Russian relevant organizations, in particular with the Rosselkhoznadzor subordinate Federal Centre for Animal Health (ARRIAH) and All Russian Centre for Quality and Standardization  of Veterinary Drugs and Feed (VGNKI).

In May 2018 the ARRIAH was granted the status of the OIE Reference Laboratory for Avian Influenza and Newcastle disease. This is another confirmation that the interaction between Russian research institutions and the OIE is developing at quite a high level. 

The VGNKI is preparing for obtaining the status of Reference Laboratory for brucellosis, salmonellosis and antimicrobial resistance. For this purpose the Centre studied the OIE regulatory documents, prepared a dossier on each aspect and, carried out some preliminary activities on building contacts with the OIE Reference Laboratories. 

In conclusion it was stressed that Russia is trying to find mutually acceptable solutions on all aspects of cooperation with the OIE and is open to the effective dialogue and beneficial interaction with the international organization.
