Results of activities of the Rosselkhoznadzor in 2010 were summarized at the regular collegium of the Rosslekhoznadzor.
In particular, in the field of veterinary surveillance during the previous year 399 plants were inspected in 26 countries of the world interested in export of products subject to the state veterinary surveillance to the Russian market. 160 inspected plants were approved for export; analysis of results of inspection of 47 more plants is in progress. Currently 11,236 plants including 3,430 meat processing plants, 1,275 milk processing plants, 3,469 fish processing plants, 837 freezer storages, 882 feed production plants, 852 slaughter animal plants, 491 hatcheries were approved for export to Russia. In 2010 about 7 mln tons of imported consignments subject to control were cleared including 3 mln tons of meat, 749 tons of milk and milk products, 1.2 mln tons of fish, fish and seafood products, 101 ths tons of other final products, 1.6 mln tons of feed and feed additives, 1.5 mln of animals, 17.5 mln birds. 704 batches of substandard goods were returned to suppliers including 295 batches were returned to European Union countries. Restrictions were imposed on 176 foreign plants according to the results of safety monitoring of imported products.
For the purpose of improving safety level of imported products subject to control protocols and memorandums were signed with veterinary services of Brazil, Belarus, Kazakhstan, Turkey and Poland. Rosselkhoznadzor constantly cooperates with associations, unions and alliances of importers and exporters of products under control, arranges meetings and consultations with administrations of leading manufacturing companies.
Specialists of the Rosselkhoznadzor participated in preparation of a range of documents of the Customs Union regulating import and circulation of products subject to the state veterinary surveillance in its territory.
6014 offences were detected during the activities aimed at detecting and stopping illegal import and circulation of meat and meat products.
In 2010 after an extensive testing the Rosselkhoznadzor implemented automated systems: for reviewing applications and issuing permits or refusals for import, export and transit of consignments subject to control ("Argus") and for preparation of veterinary accompanying documents in electronic format ("Mercury"). Implementation of "Vesta" system designed for veterinary laboratory and diagnostic institutions is in progress.
Control of anti-epidemic measures was mostly focused on prevention and eradication of African swine fever. Seventy-five settlements were declared affected in 2010. The disease was mostly spread in the Rostovskaya Oblast where 25 affected settlements were reported in 15 rayons.
30,469 economic entities subject to control were inspected by the Rosselkhoznadzor during control activities aimed at checking compliance with veterinary legislation; violations were detected in 31,697 entities.
More than 20 mln tons of products under quarantine were checked in 2010 in the field of phytosanitary control including 12 mln tons of food and feed consignments and more than 300 mln cut flowers. 7,503 cases of violation of international and Russian phytosanitary requirements were detected and as a result import of 34 ths tons of products under quarantine was banned and more than 3 mln tons were sent for procession, 19 tons were decontaminated, 300 tons were destroyed. Thirty species subject to quarantine in Russia were detected in 2500 cases.
Sixty mln tons of food, feed and technical consignments were checked within phytosanitary control of products transported through the territory of Russia with 21 species subject to quarantine detected in more than 2,000 cases.
More than 34 ths establishments subject to control were inspected; more than 25 ths violations were detected.
In the field of the state safety and quality control of grain and grain products 7,701 control activities were carried out and 2,103 violations were detected in 2010.
By instruction of the Government 30 plants responsible for the storage of emergency reserve funds of grain were inspected. 60 ths tons of grain infested with grain pests were detected. Cases of heating of grain followed by mold contamination were detected.
In the field of certification of safety and quality compliance of grain and grain products the Rosselkhoznadzor attested 23 federal governmental institutions with 45 laboratories having capacities for implementing state control in this field in the whole territory of Russia. Testing laboratories tested 44.5 mln tons of grain and its products for quality and safety compliance. 5.3 mln tons of substandard and harmful products were detected.
2.4 mln tons of imported products were checked, 130 tons of substandard and harmful products were detected.
5.7 mln tons of grain and its products were checked at the internal market and 700 ths tons of substandard and harmful products were detected.
15 mln tons of grain and grain products intended for export were inspected, 4.5 mln tons of substandard and harmful products were detected.
In the filed of the state variety and seed quality control in 2010 eleven thousand violations of seed product circulation were detected. 164 ths samples of agricultural plant seeds from 69 ths batches with the total weight of 2.3 mln tons. 222 ths tons were found noncompliant with standards.
Twenty-six thousand checks were conducted in the field of the state control and surveillance over safe handling of pesticides and agrichemicals. Circulation of 103 tons of infringing pesticides and agrichemicals of 30 names was stopped.
Much attention was given to provision of safety of plant products with respect to residual quantities of pesticides and agrichemicals. Analysis of samples of 3.5 mln tons of domestic and 1.5 mln tons of imported products revealed 29 ths tons of dangerous products including 12 tons of domestic and 17 ths tons of imported goods.
In the field of official land surveillance in 2010 19.1 million hectares of land were examined, 33 873 official supervision measures were taken, 18 976 violations of Land Law were detected on the total agricultural land area of 2.3 million hectares.
13.2 thousand of soil samples for chemical and toxicological testing were collected to protect agricultural land soil from pollution with dangerous to life and health substances, pathogens and ecopathogens.
3.6 thousand hectares of land polluted with dangerous chemicals were detected.
According to the instruction of First Deputy Prime Minister of the Russian Federation V.A. Zubkov checks for compliance with the Land Law requirements in 368 institutions subordinate to the Russian Academy of Agricultural Sciences were carried out. 1742.1 thousand hectares were inspected and 230.4 thousand hectares of unused land (13.2 % of total area) were detected.
According to the instruction of Minister of Agriculture Ye. Skrynnik checks for compliance with the Land Law requirements in institutions and establishments subordinate to the Ministry of Agriculture were carried out. During the checks it was established that out of 377 thousand hectares 40.9 thousand hectares (10.8 % of total area) are not used for agricultural purposes.
