For the attention of Heads of the Executive Authorities of the RF subjects in the veterinary field, Heads of the Territorial Administrations of the Rosselkhoznadzor, legal entities and individual persons importing consignments subject to state veterinary surveillance.
Dear colleagues, Sir/Madam. We would like to inform you that starting at 00.00 December 20, 2010, Argus’s Modules that deal with issuance of permits for export of fish, other hydrobionts for human consumption and products thereof into the Automated Mode.
I want to emphasize that taking into account the experience gained after the transfer of Argus’s modules dealing with issuance of permits for export of meat and meat products into the Automated Mode, Argus’s modules supporting the functions of the Veterinary Services of the RF subjects are transferred into the Automated Mode SIMULTANEOUSLY with Argus’s modules supporting the functions of the Central Office of the Rosselkhoznadzor.
The applications submitted to the information system starting at 00.00 December 20, 2010, will be reviewed in the automated mode.
The applications submitted before this date will be reviewed in the customary mode.
As in the case of the introduction of the automated mode for Argus’s modules dealing with issuance of permits for export of meat and meat products we’ll maintain two ways of submitting applications for business entities.
The participants in foreign economic activities whose original applications are prepared in electronic format in Argus can continue this practice and these applications will be reviewed in the automated mode from the very beginning. In case of this way of submitting applications the participant in foreign economic activities does not have to execute an application in written form unless he wants to do it. If he wants to do it he can send it to the Veterinary Authority of the RF subject.
Those who are either not good enough at computers to prepare an electronic application or for some reason are not willing to do it may apply to the Veterinary Authority of the RF subject in written form.
In this case Argus will start automatic reviewing of the application only after the Veterinary Authority prepare a relevant electronic request to the Rosselkhoznadzor.
On receipt of a written application starting at 00.00 December 20, 2010, a specialist of the Veterinary Authority of the RF subject who is responsible for the reviewing of this application must make sure that the relevant application from this participant in foreign economic activities is available in Argus’s database. In case it’s available a second electronic copy of the application is not prepared.
Specialists of the Central Office of the Rosselkhoznadzor will monitor the validity of decisions made by Argus and correct its mistakes in case there are any.
The second test stage will last 1 month (till 00.00 January 20, 2011).
And if the testing is successful and the business entities have no significant complaints about the operation of Argus in the Automated Mode this Mode will become the basic one.
