Results of the Rosselkhoznadzor Panel

The Panel meeting was held in Moscow today. It was mainly focused on two issues: the progress in phytosanitary safety activities carried out by the Rosselkhoznadzor in the Russian Federation and the establishment of an integrated information environment for the support of activities of the Rosselkhoznadzor and State Veterinary Service of Russia.

The Rosselkhoznadzor is the national plant quarantine and protection authority responsible for the implementation of International Plant Protection Convention provisions. The Rosselkhoznadzor is in charge of quarantine phytosanitary certification for products subject to quarantine with the view to ensure biological safety of plant resources of Russia when products subject to quarantine are imported into its territory taking into account the degree of damage risk in case of introduction of dangerous quarantine and regulated organisms, as well as in case of export of products subject to quarantine from the territory of Russia according to the obligations under international agreements in the field of plant quarantine.

The Rosselkhoznadzor issued about 450,000 phytosanitary certificates during 9 months of 2010.

During the same period specialists of the Rosselkhoznadzor carrying out quarantine phytosanitary control activities at border inspection posts on the State Border of the Russian Federation detected 24 species of objects subject to quarantine in the RF in 1,118 cases of detection, 7,503 cases of violation of international and national phytosanitary requirements to objects subject to quarantine. In 3,150 cases about 10,000 tons were banned for import, about 7,000 tons were disinfested at border inspection posts followed by authorization for import, more than a million tons were sent for processing.

Fifty-four out of 85 detected organisms subject to quarantine are not endemic for Russia, and introduction of at least one of them would result in severe economic and ecologic consequences. Karnal or partial bunt of wheat which is exotic for Russian is known to cause in India damages amounting to 12-24 million dollars per year. Three million dollars were spent for the eradication of khapra beetle in the USA in the 50-ies of the last century, and the expenditures for its outbreak eradication in the Stavropolsky Krai in 1986 amounted to 1.8 billion roubles. Direct losses caused by khapra beetle introduction to the territory of Russia would come up to 167 - 5,726 million roubles per year. As it could be seen from the phytosanitary risk analysis, introduction and spread of Andean potato viruses in the territory of Russia would incur damage estimated at about 56 billion roubles. Spread of corn rootworm (Diabrotica spp.) which is exotic for Russia would result in decrease of corn crop by 15%. Estimated cost of the pest control measures in Russia is about 450 million roubles per year.

69 million tons of food, forage and technical products were inspected during quarantine phytosanitary control of transported through the territory of Russia products subject to quarantine, 21 species subject to quarantine were detected.

Export volume of Russian forest products amounted to 36 million m3 for 9 months of 2010 including 17 million m3 of commercial timber, 14 million m3 of board lumber and about 3 million m3 of other forest products accompanied by more than 45,000 phytosanitary certificates. Import of forest products amounted to 75,000 m3 for 9 months of 2010.

Volume of internal Russian transportation of forest products came up to more than 2 million m3 for 9 months of the current year.

During quarantine phytosanitary inspection of forest products from subjects of the Russian Federation about 3% of total volume of products submitted to certification were sent to processing due to the detection of objects under quarantine.

In order to ensure phytosanitary safety of Russia, the Rosselkhoznadzor takes measures aimed at protection of the territory of the country from objects subject to quarantine, arranges activities of its territorial administrations and subordinate reference centers.

Currently, due to the detected violations of international and national law in the field of plant quarantine temporary restrictions are in place imposed by the Rosselkhoznadzor on import of all plant products from Georgia, import of corn seeds and corn for human consumption excluding from Brazil and the USA intended for processing, planting material from Moldavia (import is only permitted from 9 pest-free nursery-gardens), Poland (import is permitted from 36 nursery-gardens), and Hungary (import is permitted from only one nursery-garden).

The Rosselkhoznadzor attaches great importance to the establishment of quarantine phytosanitary status of the territory of Russia.

Western flower thrips is currently reported from 41% of the total number of glass house centers. They affect 244 species of plants of 62 families including main vegetable and ornamental crops. Affected glass houses spend up to 80-90% of the cumulative expenditures allocated to pest control measures for thrips eradication. The cost of protective measures against this pest in the territory of all the current greenhouse area will amount to 110 million roubles per year. Even greater will be the damage caused by cultivated plant disease virus agents spread by this pest.

Currently, the Rosselkhoznadzor subordinate governmental institution “VNIIKR” is developing measures aimed at implementation of the phytosanitary regulation and control system based on the principles of phytosanitary risk management including legal and methodical basis of the given system, including:

- adoption of methods of phytosanitary risk assessment and rules for publication of risk assessment results;

- making up of a list of objects subject to quarantine and phytosanitary hazards taking into account phytosanitary risks and methods for imposing of corresponding bans and restrictions applied if quarantine is imposed;

- making up of a list of products subject to quarantine taking into account phytosanitary risk assessment and specifying objects subject to quarantine which can affect (infest) the corresponding type of products and necessary and sufficient means (methods) for detection of such decontamination (infestation), as well as methods for disinfestation (decontamination).

The Rosselkhoznadzor takes measures aimed at improvement of regulatory acts in the field of plant quarantine in accordance with the international standards thus promoting optimization of control and surveillance activity and reduction of administrative barriers as well.

As for the phytosanitary safety assurance in Russia, the Panel admitted that the activity of the Rosselkhoznadzor and its Territorial Administrations aimed at the improvement of phytosanitary safety in the country had been positive.

An integrated information environment supporting the Rosselkhoznadzor activity and the State Veterinary Service in Russia has not been created yet. At the present moment it comprises the official site of the Rosselkhoznadzor, automated systems “Argus”, “Mercury”, “Vesta”, “Hermes”, “Cerberus”, the registration system for medicinal products, feed additives and GMO feeds, and the Rosselkhoznadzor postal and personnel systems.

The official site of the Rosselkhoznadzor www.fsvps.ru is a presentation component of the Rosselkhoznadzor information system, it draws more than 5,000 visitors per day who browse 30,000 site pages. The total amount of the materials on the site is now more than 3.5 Gb. The information materials on the site are in the Russian and in the English languages. On the average, 20 news, 100 messages of the Territorial Administrations, 20 press references, and 50 documents are posted on the site every week.

“Argus” is an automated system for issue of permits for import/export/transit and registration of crossing the Russian border by products subject to surveillance. The system has been developed in order to organize a single approval veterinary system for improvement of the biological and food safety. This system is planned to be used in the whole territory of the Customs Union. At the present time the modules of “Argus” ensuring issue of permits for import/export/transit of products subject to state veterinary surveillance in the automated mode are being developed, under this mode applications for import/export/transit of products subject to state veterinary surveillance will be considered and prepared by “Argus” itself without participation of specialists of the Central Office. Today more than 6,000 economic entities are registered in “Argus”, about 48,000 permits and denials for import/export/transit of consignments have been issued, more than 150,000 consignments crossing the Russian border have been registered by “Argus”. The current task of the system is to transfer issue of permits for import of all kinds of products subject to surveillance into the territory of Russia into the automated mode.

The automated system “Mercury” is a system for issue of electronic veterinary accompanying documents and certification of consignments subject to surveillance. For the present moment, the system “Mercury” can prepare veterinary accompanying documents of form 6.2 and in future it will be able to prepare veterinary accompanying documents of forms 6.1 and 6.3.

The automated system “Hermes” is an automated system for licensing of pharmaceutical activity and production of medicinal products intended for animal use. “Hermes” gives the possibility to perform the following actions in the electronic form: to accept applications and documents for licensing, to reflect the stages of the licensing procedure, to forward notifications, to prepare and present documents confirming the possession of a license. The system is connected to the Uniform state service electronic portal and the System of interdepartmental electronic interaction.

The automated system “Cerberus” is a system of control and registration of legally significant actions in the field of veterinary and phytosanitary surveillance. It supports the work of the official veterinary inspectors in Russia performing surveillance activity and other legally significant actions. The objectives of the “Cerberus” are: arrangement and automation of work of the official veterinary inspectors, assurance of lawfulness and transparency of the performed surveillance actions, automation of reporting on state veterinary surveillance activities, automation of the system of informing of the interested government agencies, interested natural persons and legal entities about the plans, the process and the results of surveillance actions, integration of the work of federal and RF Subjects’ surveillance bodies, assurance of information support of state veterinary inspectors, reduction of document circulation in the field of veterinary surveillance, assurance of completeness of surveillance and other related legally significant actions.

The automated registration system for medicinal products, feed additives and GMO feeds allows for the following: entering of information about the registered product, reflection of the stages of the state registration procedure, compilation of the Register of registered medicinal products, feed additives and GMO feeds, tracing of the observance of registration dates, the possibility to search registered product and to print information from the Register.

The Rosselkhoznadzor postal system includes the mail server mail.fsvps.ru and provides the following: e-mail exchange, electronic document circulation in the closed system, notification system for the Territorial Administrations of the Rosselkhoznadzor, distribution of instructions from the Central Office of the Rosselkhoznadzor to subordinate institutions.

The Rosselkhoznadzor personnel system includes database on the employees of the Central Office, Territorial Administrations of the Rosselkhoznadzor, and the Federal Center for Animal Health (FGI ARRIAH) subordinate to the Rosselkhoznadzor. There is necessary information on each employee including general information, education, professional experience, foreign languages, participation in foreign business trips. The system was established with a view to simplify the search of employees for participation in foreign inspection trips. It allows search by one or several parameters.

The decision to accelerate finishing and testing of integral elements of the information system of the Rosselkhoznadzor was taken in the course of the panel meeting.
