The meeting was held in Moscow, where Advisor to the Director General of the World Organization for Animal Health (OIE), Mr. Marabelli arrived to attend a meeting organized by the OIE Regional Office in Moscow.
Mr. Marabelli informed Sergey Dankvert that he had left the position of the Chief State Veterinary Inspector of Italy and is now Advisor to the Director General of the World Organization for Animal Health. He also informed that he was authorized to supervise the OIE contacts with Russia, taking into account the positive practice of such cooperation when he occupied the previous position.
Sergey Dankvert noted that he considers Mr. Marabelli the most worthy candidate.
The Russian side also noted that today the OIE is expected to give an unbiased and non-politicized approach concerning the resolution of veterinary issues. During the dialogue it was indicated that, as before, the Russian Federation plays the role of a buffer for Europe, protecting the countries of this region from the importation of animal diseases from Asia.
Sergey Dankvert stressed that today all countries, including Russia and the European Union, need to focus on addressing the spread of the African swine fever virus. The Head of the Rosselkhoznadzor stressed that, given the inadequacy of the EU control measures, it does not seem possible to talk about eradicating the disease in the near future. The Rosselkhoznadzor forecasts regarding the spread of ASF in the territory of the EU countries are extremely unfavorable.
In this context, the negative role of wild boars as ASF vectors and the uncontrolled movement of animals and livestock products was noted, which is a key factor in the spread of the disease in these countries.
The parties also touched upon the issue of emerging diseases, which today threaten the European countries, among them is lumpy skin disease, which is of particular concern. Sergey Dankvert noted that the EU countries need to be ready for introduction and spread of the disease.
In this context, the parties underlined the need to develop cooperation at the level of scientific institutes, such as FGBI “VGNKI” and FGBI “ARRIAH” subordinated to the Rosselkhoznadzor, as well as other OIE reference centers.
Sergey Dankvert assured Mr. Marabelli of the Rosselkhoznadzor readiness to organize international meetings in the veterinary field on the grounds of the Service. The Rosselkhoznadzor Head also drew the attention of the OIE representative to the need to specify the criteria for assessing veterinary risks at the WTO level. For a more detailed discussion of these issues, an agreement was reached to hold a meeting in Paris in late February 2018 between Vyacheslav Nikulin, Director of the FGBI “VGNKI”, as a representative of the Rosselkhoznadzor, and Dr Monique Eloit, Director General of the OIE.
