Armenia Has Decided to Join Rosselkhoznadzor Systems “Argus” and “Mercury”

In the period from December 4 till December 5, 2017 the talks between the technical specialists of the Rosselkhoznadzor and the representatives of the State Service for Food Safety of the Ministry of Agriculture of the Republic of Armenia on implementation of the electronic veterinary certification in mutual trade between the Republic of Armenia and the Russian Federation took place in Yerevan. The Russian party was led by Deputy Head of the Directorate for International Cooperation and Veterinary Control of Export/Import and Transportation of the Rosselkhoznadzor Maxim Tsukanov. The Rosselkhoznadzor demonstrated the Rosselkhoznadzor information systems FGIS “Argus” and FGIS “Mercury”. The representatives of the Service also elaborated on the advantages of using the systems.

It was agreed that in the first quarter of 2018 the Armenian party will proceed to the use of the FGIS “Mercury.Notifications” to provide preliminary notification when shipping animal product consignments from the Republic of Armenia to the Russian consignees and to receive preliminary notification when consignments subject to control are shipped from the Russian Federation to the Armenian consignees.

In the course of the discussion it was announced that Armenia will join the activities of the Rosselkhoznadzor aimed at the implementation of electronic veterinary certification in mutual trade with foreign countries and submit relevant requests to veterinary services of the third countries. In this vein it was decided to grant the demo access to all the information systems of the Rosselkhoznadzor to the Armenian colleagues. At the same time the representatives of the State Service for Food Safety of the Ministry of Agriculture of the Republic of Armenia informed the Rosselkhoznadzor of their intention to submit their suggestions and comments concerning the draft Decision of the Board of the Eurasian Economic Commission on the alteration of Regulation on uniform procedure of veterinary control (surveillance) at the customs boarder of the Eurasian Economic Union and within the customs territory of the Eurasian Economic Union approved by the Decision of the Commission of the Customs Union of June 18, 2010 No. 317 “On application of veterinary and sanitary measures in the Customs Union” as regards supplementing the Regulation with the data necessary for the switch of the member-states to the electronic veterinary certification.
