Rosselkhoznadzor Participates in SPS Committee Meeting in Geneva

The Russian delegation including representatives of the Rosselkhoznadzor, Rospotrebnadzor, Ministry of Economic Development and Eurasian Economic Commission took part in the 67-th Meeting of the WTO Committee on Sanitary and Phytosanitary Measures (SPS Committee) in Geneva (Switzerland). 

The RF representative made a statement on African swine fever (ASF) spread issue in European countries (Russia, Belarus, Ukraine, Lithuania, Latvia, Estonia, Poland). Moldova has also recently become ASF affected. It was stressed that ASF is rapidly spreading in Eastern Europe and in this context the Russian Federation had to enhance its border control. 

The European Union re-raised its concern regarding Russian Federation’s restrictions on import of fishery products from Estonia and Latvia. In response the Russian Federation noted that not all the deficiencies had been removed judging by the results of the recent inspection. For example the procedure for unsafe product recall had not been developed yet. As soon as the Russian Federation receives the information it will be considered and the results will be notified to the Estonian and Latvian competent authorities concerned. 

The European Union spoke again about concerns related to Rosselkhoznadzor’s restrictions on import of chilled meat (beef, pork, poultry) from the whole territory of Germany and of meat and dairy products from three German federal lands (Lower Saxony, North Rhine Westfalia and Bavaria). The RF representative explained that the guarantees given by the German veterinary competent authority against products imported to Russia had not been confirmed in fact. The most effective tool to resolve this problem would be the introduction of the manual on inspection of German plants by national competent authorities for their compliance with the EAEU and RF requirements, currently the said instruction had been sent to the German party with concrete proposals for further agreement and interaction.
