Technical Consultations of Rosselkhoznadzor and Belgian Federal Agency for Safety of Food Chain

The videoconference negotiations were held on May 28, 2015 and they were devoted to the discussion of Russia and Belgium interaction in the field of electronic information system application in the veterinary field.

The Rosselkhoznadzor has active cooperation with a number of countries in this area. The highest level of cooperation for the exchange of electronic certificates on animal products is established with Veterinary Service of New Zealand. Coordination of a number of technical issues with Chili and Netherlands is being continued and settlement of these issues will allow application of information exchange in the near future. In this respect the Rosselkhoznadzor considers it necessary to continue active cooperation with Belgium.

Until now the parties have already bilaterally exchanged presentations on electronic certification system being developed in Belgium and similar system “Argus” already used in Russia. Hence, technical issues arisen during examination of programming interface and operational characteristics of both programs were discussed.

In addition, in the near future experts of the Federal Agency for Safety of Food Chain will get access to the programming interface of information system Mercury as one of its applications also enables submitting certificates on products intended for exportation into the Russian market. Therewith, the Rosselkhoznadzor will submit to the Belgian service a draft program of Russia and Belgium joint cooperation in the area of electronic system application.  The parties agreed over practicability of the next videoconference being organized in the end of June this year as soon as Belgian experts examine the capabilities of the Russian information systems in detail.
