Federal Service for Veterinary and Phytosanitary Surveillance

The Federal Service for Veterinary and Phytosanitary Surveillance is a federal executive body carrying out functions on control and supervision in the veterinary field: establishment and lifting of phytosanitary quarantine zones, control of pesticide and agrochemical application, maintenance of soil fertility, cultivation achievements, protection, reproduction and use of animal objects (hunting resources) and aquatic biological resources, and protection of humans from animal infectious diseases.

The Federal Service for Veterinary and Phytosanitary Surveillance is subordinate to the Ministry of Agriculture of the Russian Federation.

The activity of the Federal Service for Veterinary and Phytosanitary Surveillance is regulated by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and Government of the Russian Federation, international agreements of the Russian Federation, legal regulatory acts of the Ministry of Agriculture of the Russian Federation, as well as by the present Act.

The Federal Service for Veterinary and Phytosanitary Surveillance performs its functions directly and through the regional bodies cooperating with other federal executive authorities, with the executive bodies of the Russian Federation Subjects, local self-government institutions, public associations and other organizations.

Given that as of August 22, 2012, Russia will be a Member of the World Trade Organization (WTO), and consequently, the amendments to the Customs Union’s (CU) legislation will enter into force, Rozzelkhoznadzor would like to propose temporary procedures for the period immediately following Russian accession. We request that these procedures be considered by the other WTO Members and their respective sanitary and phytosanitary (SPS) authorities. Forward

The Rosselkhoznadzor conducted quality control of medicinal products for veterinary use in public circulation and detected incompliances with the established vaccine potency requirements in samples of Rotagal immunobiological (Inactivated vaccine against rota-, coronaviral infection and colibacillosis in cattle) (Batch No. 66 02 20 01, expiry date 02.2022; Batch No. 65 01 20 01, expiry date 01.2022; Batch No. 62 01 20 01, expiry date 01.2022; Batch No. 42 10 19 01, expiry date 01.2021) manufactured by Pharmagal-Bio, s.r.o. (Slovakia).

On December 2, talks between Deputy Head of the Rosselkhoznadzor Konstantin Savenkov and Chief Veterinary Officer, Deputy Director General for Food, Head of the Department for Governance and International Affairs of the Ministry of Agriculture, Food and Forestry of the French Republic Loïc Evain were held through video conferencing. The representatives of the Embassy of France in Moscow participated in the event.

The conference participants noted significant contribution of the Rosselkhoznadzor in opening new markets for export of the Russian agricultural products including meat and finished meat products. In particular, Director General of the National Union of Swine Breeders Yury Kovalev expressed gratitude to the Service for the work done to approve pork supplies from Russia to Viet-Nam and Hong Kong. It was achieved in 2019. He also emphasized that the Rosselkhoznadzor is seeking to expand pork exports. In particular, negotiations has been underway for several years to open the Chinese market.

On December 1, the results of the contest entitled “For the Development, Production and Introduction of Effective Medicines and Preparations for Veterinary Use, High Efficiency of Anti-Epidemic Measures in the Russian Federation, Eradication, Treatment of Infectious and Non-Infectious Animal Diseases, and Popularization of the Veterinary Profession in the Region” were summed up.  The event took place within the framework of the 22nd Russian Agro-industrial Exhibition "Golden Autumn – 2020".
