Federal Service for Veterinary and Phytosanitary Surveillance

The Federal Service for Veterinary and Phytosanitary Surveillance is a federal executive body carrying out functions on control and supervision in the veterinary field: establishment and lifting of phytosanitary quarantine zones, control of pesticide and agrochemical application, maintenance of soil fertility, cultivation achievements, protection, reproduction and use of animal objects (hunting resources) and aquatic biological resources, and protection of humans from animal infectious diseases.

The Federal Service for Veterinary and Phytosanitary Surveillance is subordinate to the Ministry of Agriculture of the Russian Federation.

The activity of the Federal Service for Veterinary and Phytosanitary Surveillance is regulated by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and Government of the Russian Federation, international agreements of the Russian Federation, legal regulatory acts of the Ministry of Agriculture of the Russian Federation, as well as by the present Act.

The Federal Service for Veterinary and Phytosanitary Surveillance performs its functions directly and through the regional bodies cooperating with other federal executive authorities, with the executive bodies of the Russian Federation Subjects, local self-government institutions, public associations and other organizations.

Given that as of August 22, 2012, Russia will be a Member of the World Trade Organization (WTO), and consequently, the amendments to the Customs Union’s (CU) legislation will enter into force, Rozzelkhoznadzor would like to propose temporary procedures for the period immediately following Russian accession. We request that these procedures be considered by the other WTO Members and their respective sanitary and phytosanitary (SPS) authorities. Forward

On October 27, 2021, the Federal Service for Veterinary and Phytosanitary Surveillance imposes temporary restrictions on import of feed and feed additives from Denmark to Russia. The decision was made due to unsatisfactory results of the inspection carried out by the Rosselkhoznadzor from September 26 to October 3, 2021.

The decision was made due to unsatisfactory results of the inspection carried out by the Rosselkhoznadzor in October.

On October 19, talks between the Rosselkhoznadzor and the General Administration of Customs of the People’s Republic of China (GACC) were held through video conferencing. The representatives of the Chinese Embassy in the Russian Federation and companies supplying raw tobacco to Russia also participated in the meeting.

Within the laboratory monitoring implemented by the Rosselkhoznadzor for feed products imported to Russia, unregistered GMO components were detected in horse feed produced by the Belgian company Interagri Dumoulin S.A. (ABE4016). It is the eighth time since 2018, when GMO components have been detected in feed products from Belgium.

In accordance with the agreements reached between the Rosselkhoznadzor and Ministry of Agriculture, Fisheries and Food of the Kingdom of Spain, the Rosselkhoznadzor experts will carry out on-site inspection of the Spanish establishments producing feed and feed additives for their compliance with the EAEU and Russian Federation requirements and standards in October 17-27 2021.
