FGBI ARRIAH took part in the Biological Weapons Convention (BWC) Meeting of Experts

In the period from August 30 to September 8, 2021, a Biological Weapons Convention (BWC) Meeting of Experts was held in Geneva (Switzerland). The Rosselkhoznadzor as part of the Russian delegation was represented by the head of the Service for International Cooperation of the Federal State Financed Institution Federal Center for Animal Health A.Ye. Metlin.

In December 2017, the Meeting of the States Parties to the BWC agreed on an inter-sessional program for the period from 2018 to 2020, consisting of annual meetings of States Parties and expert meetings with consideration of the following topics:

- MX1 - Cooperation and assistance, with particular emphasis on strengthening cooperation and assistance in accordance with article X of the Convention;

- MX2 - Overview of developments in science and technology related to the Convention;

- MX3 - Strengthening the implementation of the Convention at the national level;

- MX4 - Help, reaction and readiness;

- MX5 - Institutional strengthening of the Convention.

The purpose of the intersessional program is to discuss and promote common understanding and effective action on the issues identified for inclusion in the intersessional program. Expert meetings precede the annual Meeting of States Parties.

The Russian interdepartmental delegation took an active part by presenting a number of important initiatives, in particular on the establishment of a Scientific Advisory Committee designed to provide special advisory assistance to States parties in the field of science and technology related to the Convention. In the speeches of the representatives of the Russian Federation, in particular, the following was noted:

- special attention to preventive measures: 5 vaccines against coronavirus infection have been registered in the Russian Federation. One of them, SPUTNIK-V, is registered in 69 foreign countries. More than 20 agreements on the transfer of vaccine production technology have been signed with production sites in countries such as Argentina, Belarus, Egypt, India, Kazakhstan, China, the Republic of Korea, Serbia, Turkey and other countries. The Russian Federation was the first in the world to develop and register a vaccine against COVID-19 for animals;

- Close cooperation is carried out with the World Organization for Animal Health (OIE) and the Food and Agriculture Organization of the United Nations (FAO). The Russian Federation has organized reference laboratories on foot-and-mouth disease, avian influenza and Newcastle disease, centers for cooperation in the field of diagnosis and control of animal diseases, as well as food safety for the countries of Eastern Europe, Transcaucasia and Central Asia. These institutions function as the OIE and FAO centers of excellence and knowledge.

In addition, experts of the Russian Federation actively participated in the discussion of initiatives and working documents submitted by delegations of other countries and made proposals on the formation of final versions of reporting documents. The proposals of the Russian party were taken into account when compiling the factual report of the event with a view to their subsequent consideration at the Ninth Review Conference of the BWC States Parties.
