The teleconference between the representatives of the Rosselkhoznadzor
and the General Administration of Customs of the People’s Republic of China (GACC
of the P.R.C.) took place on June 3. The officials of the Trade Representation
of Russia in China also participated in the talks.
The Russian side thanked the Chinese colleagues for harmonizing
a new model of the veterinary certificate for export of poultry meat to the
PRC. This model will be published on the Rosselkhoznadzor official website as
soon as the decision is made on the date of its entry into force.
Additionally, the Rosselkhoznadzor proposed to the GACC to
implement a new approach in the near future, meaning a special QR code assigned
to the documents for the specified products. By scanning it, the representatives
of the Chinese authority will be able to verify the authenticity of the
certificate. At the same time, the Rosselkhoznadzor explained to the Chinese party
that the accompanying documents for regulated goods exported to China will be generated
in the special VetIS.eCert system developed by the Russian authority. The certificates
issued on this platform and having QR codes will be printed out and forwarded
with the products to China. The Chinese experts supported this idea.
The Rosselkhoznadzor representatives also suggested
discussing the possibility of Russian and Chinese information system
integration in order to exchange veterinary certificates for animal products in
electronic form. The foreign colleagues reported that they are currently
exchanging electronic accompanying documents for regulated goods with
Australia, New Zealand and the Netherlands and are ready to consider
cooperation with Russia in this area.
The Rosselkhoznadzor promised to forward an official
proposal regarding this issue in the near future.
In addition, the representatives of the General
Administration of Customs of the P.R.C. inquired about the conditions for the
import of casings into Russia and whether it is possible to transit meat
products delivered from European countries to China through the Russian
Federation. The Rosselkhoznadzor promised to provide requirements for the
supply of these products and a document specifying the conditions for the
transit of regulated goods.
The negotiators thanked each other for discussing the raised
issues and noted the importance of their solution.
