Rosselkhoznadzor Took Part in WTO SPS Committee Meeting and Met European Union and India Representatives on the Event Sidelines

WTO Committee for Sanitary and Phytosanitary Measures held another meeting on November 7 – 8, 2019. The WTO members presented their updated reports, discussed WTO SPS Agreement implementation and SPS measures. 

International Conference on Food Risk Assessment and AMR was announced to be held in Moscow on December 17 – 18, 2019. 

At the Committee meeting issues related to AMR, MALs of harmful substances, authorization of export to third countries and restrictions, imposed by the WTO members due to AI, ASF, BSE became the focus of discussions. 

It was noted that the WTO members face difficulties in gaining the access to third countries’ markets. 

Indonesia expressed its concerns over the Russian Federation’s restrictions related to maximum admissible levels of 3-Mono-chloropropane-1,2-diol and glycidyl ether for palm oil production. The Russian party in its response clarified, that amendments concerning 3-MPCD, glycidol and ethers thereof will enter into force after amending Customs Union Regulation on food safety (CU TR 021/2011) in the part related to glycidol maximum admissible levels. This work is being implemented now. The documents will be published for public discussion and commenting, including by the WTO members. 

On November 8, the Rosselkhoznadzor met representatives of the EC Directorate General for Health and Food Safety (DG SANTE). The parties discussed bilateral cooperation in mutual deliveries of animal products and the agenda of forthcoming meeting in Brussels on November 11.

In particular, the Service informed its European colleagues that since 2017 it has been waiting for the authorization of Russian establishments for temporary storage of wild game products for export to the European Union, manufactured at the establishments, authorized by the European Union and located in the Russian Federation (except for the Kaliningrad Oblast). The European party assured that it would provide the appropriate materials, regulating temporary storage of game meat at the warehouses for further shipment to the European Union at the forthcoming negotiations in Brussels. 

Besides the Rosselkhoznadzor met the Indian delegate to the WTO. The Service focused on topical issues of product export from Russia to India and reminded that notwithstanding multiple requests, veterinary and sanitary requirements for sheep wool and feed and feed additives exported to India have not be provided yet. 

The Rosselkhoznadzor also requested to provide Indian comments on previously forwarded information about HPAI control and eradication in Russia and possibility to harmonize certificates for export of poultry and poultry offal, fish and sea products from Russia. Moreover, the Service requested to consider the right of the Russian Federation to treat grain with phosphine.

Indian colleague assured that she would send an appropriate request to the Indian Competent Authority to provide the responses to the abovementioned Russian questions as soon as possible.
