On March 4-5, the Rosselkhoznadzor delegation headed by Advisor to the Head Artem Daushev held two-day consultations with Deputy Director of the Food Agency of Kuwait Al Fulaiji within the framework of the Russian-Kuwaiti Intergovernmental Commission on Trade, Economic, Scientific and Technical Cooperation.
The consultations focused on boosting animal products exports as well as exports of grain and products thereof.
One of the main issues raised during the meeting related to lifting of the ban on poultry products exports introduced by the Kuwaiti Agency due to highly pathogenic avian influenza outbreaks in Russia.
The Rosselkhoznadzor explained in detail what measures were taken in Russia to prevent the spread of avian influenza and control the compliance of animal products exported to foreign markets.
An important role in the surveillance system is attributed to the electronic veterinary certification launched in last July which prevents the issuance of veterinary accompanying documents for regulated products manufactured on territories under ban according to the Decision on Zoning. The Decision is regularly updated by the Rosselkhoznadzor depending on the current epidemiс situation.
Next week will see a session of the Higher Committee on Food Safety of the State of Kuwait which among other issues will consider lifting of the import ban on poultry products from Russia, excluding regions where highly pathogenic avian influenza outbreaks were registered.
The Committee will take a decision based on the information provided by the Rosselkhoznadzor during the above-mentioned consultations as well as on materials officially supplied earlier.
The Parties also agreed to promptly finish harmonizing veterinary certificates for honey, bee products and products from aquatic biological resources for export from Russia to Kuwait.
Besides, the Rosselkhoznadzor invited Kuwaiti colleagues to Russia to approve Russian surveillance system in order to gain the right to approve Russian establishments for export to Kuwait at their own discretion in future. During the visit the Kuwaiti side would be able to visit the FGBI “ARRIAH” subordinate to the Rosselkhoznadzor to establish and promote scientific cooperation in combating animal diseases.
The Parties also touched upon the possibility to increase exports of grain and products thereof from Russia to Kuwait. The Russian delegation submitted models of a phytosanitary certificate, a certificate for quality and a health certificate for exports of grain for consideration of the competent authority of Kuwait. The representatives of the Kuwaiti side were invited to visit establishments subordinate to the Rosselkhoznadzor to see the grain safety and quality system used in the Russian Federation.
In conclusion, the Parties agreed to stay in regular working contact to deal with arising issues, including those at an expert level.
