EC representatives are to visit Russia for assessing efficacy of measures for animal product safety provision

Specialists of the Directorate-General for Health and Food Safety (SANTE) will perform audit in the Russian Federation in March 18-29, 2019 for assessing measures aimed at provision of safety of animal products exported to the European Union, in particular, of milk, dairy products and casings.

Today the Russian Federation has no right to include milk processing establishments in the List of EU establishments. The results of the previous audit were judged to be unsatisfactory, including non-compliances in activities of the RF Veterinary Services. Also absence of traceability system for all stages of dairy product manufacturing, from the raw material to the finished product, had a negative impact.

During the previous year the Rosselkhoznadzor worked with establishments interested in their product export to the European market according to the EU requirements. The results of the previous audits as well as the DG SANTE recommendations were communicated to the regional veterinary services. However, not any veterinary service has informed the Rosselkhoznadzor on the work done to improve the situation. Such an approach and failure to take measures does not facilitate Russian product access to the EU market considering the fact that the control at the establishments is carried out by the Subject veterinary services which guarantee their compliance with the requirements of the importing countries.

In the nearest time there will be designated establishments involved in manufacturing and storing dairy products and casings as well as their suppliers to be inspected by DG SANTE auditors.

Upon the results of the forthcoming audit the Russian establishments will be reassessed for the possibility of their inclusion in the lists of establishments approved for product export to the EU under the Rosselkhoznadzor guarantees as well as for resuming certification from the three establishments under temporary EU export restrictions.
