The Rosselkhoznadzor and the Competent Authority of Kazakhstan Signed the Action Plan for Electronic Veterinary Document Exchange between Information Systems of Two Countries

The Delegation of the Ministry of Agriculture of the Republic of Kazakhstan and AO “Kazagromarketing” visited Russia on September 24-26 to discuss technical issues on integration of two informational systems in terms of electronic veterinary certification – FGIS “VETIS” of the Rosselkhoznadzor (Russian Federation) and IS EASU APK (The Republic of Kazakhstan).

During their visit the Kazakhstani colleagues visited the Federal Centre for Animal Health in Vladimir on September 24-25. 

The FGBI ARRIAH specialists presented the information system VETIS as a single information veterinary system. They explained the structure of this system, the system’s capacity  and the areas of its development, told them about the cooperation with other countries on e-certification and provided them with complete information on the following components: FGIS “VETIS”: ARGUS, MERCURY, VESTA, SIRANO and API systems. 

Kazakhstani and Russian experts performed analysis and designing of integration modules: gave a description and agreed upon the contents and structure of electronic messages for veterinary e-certificate transfer from IS EASU APK (Republic of Kazakhstan) to FGIS VETIS.

The representatives of Kazakhstan were shown the MERCURY system’s ability to check certificates by the unique identifier using a public form (mercury.vetrf.ru/pub).

The final event, when  the Action Plan for veterinary e-document exchange between the information systems in the field of electronic veterinary certification of the Russian Federation and the Republic of Kazakhstan was approved and signed, took place in the Rosselkhoznadzor headquarters in Moscow on September 26. 

The Russian Party was represented by Nikolay Vlasov, Deputy Head of the Rosselkhoznadzor,   and the Kazakh Party – by Arman Utegulov,  Chairman of the Committee for Veterinary Control and Supervision of the Republic of Kazakhstan.

The Parties signed the specified Plan on interaction between the two competent authorities and agreed to continue cooperation for the purpose of prevention of import of poor quality and unsafe products from Kazakhstan to Russia.
