Rosselkhoznadzor Held Talks with Embassy of France in Russia on Interaction between Electronic Certification Systems

On December 12, 2017 a working meeting between the representatives of the Rosselkhoznadzor and the Embassy of France in Russia took place in Moscow. The parties discussed options of technical interaction between the electronic consignment certification systems of the two countries. The Rosselkhoznadzor provided the representatives of France with detailed information on objectives and goals of establishing the Rosselkhoznadzor information systems. The operation of the systems is cumulatively aimed at the assurance of epidemic and food safety in Russia. In particular, the “Mercury” system has been established and is being implemented in Russia for animal product electronic certification that will help to ensure the traceability of product manufacture and movement. The functional backup of the “Mercury” system allows integrating it with similar systems of product exporting countries within the framework of activities aimed at prevention of potentially dangerous product export accompanied by forged papers. For now the highest degree of practical interaction in this field has been reached with New Zealand, Chile and the Netherlands. The electronic certification system is now being tested in the process of animal product export from the European Union member-states to Kaliningrad Oblast. It is planned to complete the activities associated with the integration with the European TRACES system in the spring of 2018.

A representative of the Embassy informed that currently the domestic electronic product certification system was in the process of updating in France. In this context the issue of establishing integration with the European TRACES system and the Russian “Mercury” system is being addressed. The French party pointed out that they were interested in the use of electronic certificates when exporting animal products to Russia. They also consider the possible use of electronic certificates when supplying products subject to quarantine.

The Rosselkhoznadzor expressed readiness to establish interaction between the electronic veterinary consignment certification systems of Russia and France and also stressed that the Rosselkhoznadzor would consider the possibility of electronic certification for plant products after having received the official application submitted by the French competent authority.
